Jhpiego, implementing a number of projects in Tanzania, wishes to recruit a Regional Program Manager.
Regional Program Manager. One position based in Tabora
Position Overview:
The regional program manager is responsible for overall management of the regional activities as well as the regional office to ensure the smooth running of the Jhpiego regional office and AIDSFree VMMC program. This includes handling day-to-day managerial operations of the regional office and regional program implementation activities. In collaboration with the Sr. Technical Advisor, the Sustainability and Capacity-Building Director and AIDSFree COP, the regional program manager ensures implementation of the projects vision and strategic direction at the regional level. The regional program manager also is the primary program contact for regional or district stakeholders.
Responsibilities:
Provide overall technical and programmatic management for the implementation of AIDSFree VMMC activities as the Tabora region develops strategies to scale up voluntary medical male circumcision (VMMC) through support of new and existing static sites and implement high intensity VMMC activities.
Ensure implementation of AIDSFree VMMC demand creation activities consisting of advocacy, community mobilization, and social and behavior change communication to increase and sustain uptake of voluntary medical male circumcision (VMMC)
Work collaboratively with governmental partners, civil society organizations and other entities to develop sustainable demand creation strategies and activities for VMMC and EIMC.
Build capacity of regional, district and facility staff to ensure high quality and efficient services during the handover of VMMC services.

In collaboration with the Sr. Technical Advisor and regional technical advisors, ensure regional continuous quality improvement activities in collaboration with other implementing partners and champion its inclusion in implementing sustainability strategies.
Conduct training of health providers and other key personnel to deliver quality services as part of rolling out new VMMC sites in Tabora region.
Provide ongoing guidance to regional and district stakeholders in the design, delivery, expansion, sustainability and evaluation of AIDSFree VMMC activities in Tabora region.
Collaborate with Tabora regional officials to orient regional and district officials on AIDSFree VMMC continuous quality improvement and facilitate its inclusion in service delivery.
Contribute to building local capacity to deliver quality VMMC services through supportive supervision and mentoring of trainees and counterparts from the regional MOH office.
Liaise with regional MOH officials and other partner organizations implementing male circumcision activities in Iringa and Njombe regions to ensure coordination and consistency, and regional ownership and sustainability of programs.
Ensure that resources for AIDSFree VMMC program implementation are available by requesting supplies and materials in a timely manner and work with support staff to make necessary logistical arrangements for program success.
Contribute to monitoring, evaluation, developing indicators, benchmarking and analysis of lessons learned, and presenting these to the donor and other audiences as appropriate.
Write and edit strategic plans, work plans, quarterly and annual reports and other program-related documents, and provide prompt feedback to donor requests for information.
Represent AIDSFree at meetings called in the region by MOH officials and other relevant partners including meetings hosting donor or other AIDSFree VMMC visitors in Tabora region.
Support program implementation of AIDSFree VMMC in Iringa and Njombe regions, as required.
Link in with Jhpiego’s other HIV programs operating in Tabora region to ensure the full strength of Jhpiego’s contribution in the region is well presented.
Perform other duties as assigned by the supervisor.
Required Qualifications:
Qualification as a clinician (Medical Doctor, AMO, or Nursing Degree) required; an advanced degree is desirable.
Experience providing VMMC or EIMC as a surgeon or counsellor.
At least 7 years’ programming and technical expertise in HIV prevention.
At least 5 years’ experience managing health programs at a regional or national level, including planning, designing, budgeting, supervising, evaluating and documenting results.
Excellent interpersonal and supervisory skills, inspiring teamwork and motivating staff, consultants and partners to achieve results.
Demonstrated experience maintaining donor and partner relations; Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
Excellent written and oral English and Kiswahili skills.
Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability).
Basic computer skills (word processing, PowerPoint, e-mail, Internet).
Ability and willingness to travel up to 40% time
