Overview:
The Food and Agricultural Organization of the United Nations (FAO) is seeking for an expert to support the process of revision of the Forest Act (2002) of Tanzania. The process is led by the Ministry of Natural Resources and Tourism, Forest and Beekeeping Division (FBD) under FAO technical and financial support,

Background:
FAO is supporting the Ministry of Natural Resource and Tourism (MNRT) to review the Forest act (2002), It therefore aims to engage a National Legal Consultant to conduct the technical review of the Act, Congruently, the government team of experts for the legislative revision is expected to be put in place and thus provide backstopping as well as appropriate guidance,

Reporting Lines:
The National Legal Consultant will work under the overall guidance of the FAO Representative in Tanzania and under the technical supervision of FAO’s Legal Office, LEGN,

Tasks and responsibilities:

  • The incumbent will undertake the following duties and responsibilities:
  • Based on guidance provided by MNRT and LEGN, carry out the review and assessment of the current forest and land-related laws and regulations of Tanzania to identify strengths, weaknesses and gaps in the legislative framework in light of international­ly accepted standards and best practices;
  • Provide recommendations to address major challenges and development needs in the forestry sector, including in terms of strengthening community-based and sustainable management of forest and introducing more participatory and inter/cross-sectoral approaches and activities;
  • Review the current Forest Act (2002) of Tanzania with the view of determining the relationship with the envisaged reviewed Forest Policy of the country;
  • Work with a team of experts in the development and finalization of a draft proposal of the revised Forest Act;
  • Co-organize and co-facilitate meetings and workshops with various stakeholder groups, collect their comments, synthesize and incorporate their comments in the legal assessment report and eventually in the draft Act;
  • Play an active role in the Task Force to develop the Forest Act.

Required Skills and Experience:

  • Advanced university degree in Law, or Environmental Law;
  • At least 5 years’ professional experience in the assessment and/or development of legal and policy documents focusing on environmental management within various sectors;
  • Knowledge of the environmental/forest challenges in Tanzania;
  • Good facilitation skills and ability to conduct community-level workshops/seminars
  • Relevant experience of working with local and regional partners involved with environment or forestry development.
  • Experience in drafting and/or reviewing national legislation;
  • Experience or knowledge of UN systems is an added advantage.

Duty station: Dar es Salaam 
Duration: 35 working days
Remuneration: Based on UN service contracts remuneration rates for Tanzania
