Background:
Tanzania hosts the largest number of Burundian refugees in the eastern and southern Africa region, and when combined with the pre-existing caseload of refugees from the Democratic Republic of the Congo, the total number of refugees and asylum seekers in Tanzania is over 326,942. While the socio-political situation in Burundi and DRC remains tense and unpredictable, cross-border influxes are expected to continue throughout 2019. Refugees in Tanzania are hosted in three refugee camps (Nyarugusu, Mtendeli and Nduta) located along the Burundian boarder. Children are bearing the brunt of the crisis, as 56 per cent of the Burundian and DRC refugee population is under the age of 18 and 22 per cent are under age 5. Children with special needs including unaccompanied and separated children make 6 per cent of the entire refugee population. With overstretched health and nutrition facilities as well as water and sanitation shortages, the risk of disease among the population is increasing. Protection concerns such as separation from families, psychosocial distress, child labor, sexual exploitation and gender-based violence are significant, while inadequate numbers of schools are making it difficult for children to access quality education.

Purpose of the Assignment
To strengthen planning and implementation of strategic social and behaviour communication interventions in Kigoma region.

Duties and Responsibilities:
Given the continued SBCC technical support required in coordination of the SBCC working group in strategic planning and implementations of multi-sectoral interventions in the camps and host communities, the technical assistance is proposed.
The technical support will;

  • Advocacy to formalize an SBCC working group and in collaboration with UNHCR and SBCC partners, support the development of agreed terms of reference for the working group.
  • Contribute to sustain the momentum of the SBCC group; through finalization of development and adaptation of key messages and packages, supporting IPs to roll out multi-sectoral CIT trainings recently initiated, and to institutionalize harmonized approaches in selection, training and reporting of CITs.
  • Mainstream and strengthen capacity in community engagement through key platforms and accountability to affected populations across all SBCC interventions in humanitarian and development contexts, to which the TA will contribute. 
  • Strengthen Risk communication and Community Engagement (RCCE) focusing on disease outbreak preparedness and response including Ebola and Cholera.

Coordination and planning of strategic C4D

  • Provide ongoing coordination and technical leadership of SBCC working group in collaboration with UNHCR and joint planning for delivery of strategic C4D in the camps and host communities.
  • Strengthening Risk Communication and Community Engagement (RCCE) focusing on disease outbreak preparedness and response in the region.
  • Mainstream C4D in ongoing joint assessment efforts in all sectors both in the humanitarian and development contexts.
  • Support finalization and validation of the draft C4D strategic guidance framework for the refugee camps in collaboration with UNHCR and the C4D coordination working group.
  • Identify and follow-up on opportunities for mainstreaming C4D in programme documents, proposals, and regular updates including Sitreps.
  • Participate in coordination forums, document and follow up on tasks related to C4D.

Capacity building
In collaboration with UNHCR and partners/SBCC TWG, finalize training package and operational guideline for Communication Information Teams based on the pre-test training conducted. Support strengthening of strategic C4D in key platforms.
Support planning and implementation of strategic C4D with government counterparts and PCA partners in consultation with key stakeholders including UNHCR, IPs and the local government.
Facilitate prepositioning and distribution and utilization of multimedia materials. Support development of multi-sectoral multi-media C4D materials as needed including those needed for outbreak preparedness such as Ebola and Cholera.
In collaboration of with UNHCR and IPs in the SBCC group and mainstreaming Accountability to Affected Population(AAP) / Communicating with Communities (CwC) and PSEA

Monitoring and reporting
Facilitate rapid KAP assessment in collaboration with SBCC TWG and ensure drivers and barriers for change are considered in C4D planning and monitoring of interventions.
Ensure C4D is mainstreamed in joint monitoring and reporting efforts
Compile C4D inputs for regular Sitrep
Monitoring and following up DCTs and undertaking other staff functions including contributing to the development of PCAs, capacity building of government and NGO partners, providing inputs for key reports e.g. donor reports, SitReps, annual reports, and other responsibilities that the manager may provide.

BACKGROUND: 

The Kigoma Joint Programme (KJP) is an area-based UN joint programme that cuts across multiple sectors to improve development and human security in Kigoma. Agriculture is the predominant economic sector in Kigoma Region with over 85% of the total population of the region dependent on agriculture for its livelihood. Through the KJP’s sixth outcome: “Increased quality and quantity of agriculture sector and its markets (Agriculture)”, the United Nations Capital Development Fund (UNCDF), the World Food Programme (WFP), the Food and Agriculture Organization (FAO), and the International Trade Center (ITC), will increase the capacity of smallholder farmers and strengthen their resolve to combat the effects of climate change. Farmers will also gain improved knowledge on post-harvest handling of crops and how to access markets and financing for their goods.

United Nations Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s 47 least developed countries (LDCs). With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.
Under the KJP, UNCDF’s objective is to increase market linkages and infrastructure through the construction of crop aggregation centers which will be co-owned and operated by small-holder farmers. Subsequently, in supporting Kigoma farmers, UNCDF is looking to engage a consultant to establish Agricultural Marketing Co-operative Societies (AMCOS) to co-own and operate the aggregation centers.


UNCDF would like to enter into a non-exclusive Framework Agreement, also known as Long-Term Agreement (LTA), with one or more individuals that will perform the services described below on a need-basis.  In UNCDF, an LTA is a framework agreement by and between UNCDF and a company or individual where the latter may, at any time within the duration of the LTA, be required to render the agreed services at the agreed and fixed unit prices for a minimum period of 12 months, with potential extension for up to two (2) additional years, depending on satisfactory performance of the company.

Under an LTA, UNCDF does not guarantee that any specific quantity of services shall be purchased during the term of this agreement.  The LTA does not form a financial obligation or commitment from UNCDF at the time the LTA contract is signed and that such an agreement is non-exclusive.

Call-Offs

Where a request for service arises, UNCDF can engage the individual on LTA through a “call-off” of the LTA.  Every call-off shall have specific tasks, scope of services and outputs to be delivered within a specific period of time.  For this particular work, the call-off shall be formalized through the issuance of a Purchase Order, attaching thereto the TOR, and any other document relevant to the call-off.  Financial commitments will only be established each time a Purchase Order for the specific services/TOR for Individual Contractor is committed.

Job Objective:
Serve as an active member of the program team for the implementation of Pact’s Orphan and Vulnerable Children (OVC) activities. The Senior Technical Advisor oversees and guides the technical advisors in implementation of the project. This includes the promotion of quality and timely project management as well as intra- and interdepartmental coordination and collaboration. The Senior Technical Advisor will focus 50% of level of effort on HIV related programming; the remaining 50% level of effort will be dedicated to other technical areas including supervising about seven advisors and other responsibilities described below.

Specific Duties and Responsibilities:

Technical Advisory Responsibilities

  • Provide technical support and management of the project in OVC care and support, HIV services, violence prevention and response, early childhood and adolescent development, education, child labor, and children living and working in the streets, and community strengthening.
  • Provide leadership in the areas including, but not limited to implementing and monitoring bi-directional referral systems; rolling out and ensuring high quality OVC case management tools and training; work with quality improvement advisor to develop and monitor quality improvement plans; ensuring alignment to PEPFAR’s Site Improvement Monitoring System; developing and ensuring adherence to Standard Operating Procedures and job aids.
  • With the HIV Integration Advisor, develop and implement strategies to target high risk HIV exposed infants for enrollment, improve pediatric case findings, strengthen linkages to HIV services, and continue to closely collaborate with care and treatment partners to ensure timely delivery of HIV services to project beneficiaries.
  • Ensure high quality facilitation of training and systematic post-training supportive supervision and mentoring to Pact staff and implementing partner staff.
  • Ensure overall technical integration of services for improved care, health, nutrition, education, protection, livelihoods, and psychosocial well-being
  • Provide technical management to sub-awardees in the consortium in the following intervention areas: HIV and sexual reproductive health services, education services, particularly Early Childhood Development; and youth livelihoods and employment
  • Promote integration and cross fertilization of ideas and information technical areas and oversee initiatives to promote and strengthen knowledge management
  • Provide high-quality technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements
  • Mentor technical advisors as appropriate and ensure international best practice is integrated into program design and implementation

Program Management, Monitoring, and Learning

  • Provide guidance and monitor monthly progress towards key indicators, problem solve with advisors, cluster teams and M&E staff if targets are not achieved.
  • Monitor workplan to ensure technical initatives and plans are implemented in a timely and efficient manner.
  • Work within the team to write quarterly, semi-annual, and annual reports. This will include compiling, cleaning and copyediting reports from the advisors.
  • Support project teams to maintain relationships and close coordination with counterparts in partner organizations
  • Cooperate and promote collaboration with the Programs, Grants & Contracts, Finance, and M&E teams
  • Assist the Deputy Chief of Party on providing directions to the Technical Integrated Cluster managers at the project zonal levels
  • Ensure proper implementation of Pact’s performance management systems for direct reports. This can include: proactively addressing performance issues through regular, constructive and honest feedback, and coaching.
  • Contribute to development and management of a learning agenda and evidence building strategy for the project, particularly in the areas of referrals and linkages to ensure continuum of care, ART adherence and care retention of HIV positive OVC, youth livelihoods and employment strategies, gender transformative interventions
  • Write abstracts to highlight programmatic results for submission to conferences, forums, etc.
  • Travel to the field to provide technical & monitoring support, as needed

Representation and Strategic Direction

  • Represent the project in relevant meetings and visits with stakeholders, including partners, donors, and government as needed
  • Present quarterly progress to USAID and participate in various meeting with donors and other donor-funded implementing partners
  • Write and compile annual workplans aligning with PEPFAR COP guidance in collaboration with other team members (advisors, M&E, and consortium members)
  • Closely collaborate with implementing partners, on complementary activities including but not limited to partners working in the following areas: care and treatment, economic strengthening, education, case management, parenting, and child protection.
  • Develop responses to ad hoc donor requests

Minimum Qualifications

  1. Degree in medicine, public health, nursing, or equivalent at a master’s level.
  2. 8+ years of relevant experience
  3. Experience with PEPFAR 3.0 funded projects in Tanzania; solid understanding of evidenced based HIV case identification especially for children, care and treatment and prevention interventions.
  4. Experience in working with HIV care and treatment clinics (CTCs) and partners implementing care and treatment interventions in health facilities.
  5. Technical expertise in OVC care and support, violence prevention and response, early childhood and adolescent development, education, child labor, and children living and working in the streets, and community strengthening will be an added advantage
  6.   • To supervise testing of mineral samples and prepare customs entries for mineral samples
  • To represent the company in meetings, workshops, inaugurations and other government events held in Dodoma.
  • To apply and follow up motor vehicle registrations, renewal of motor vehicle registration cards and change of ownership of imported vehicles.
  • To apply for various tax exemptions in Dodoma and follow up approval of the same
  • To renew or apply for company licenses

Manager IT Service Delivery and Corporate at Vodacom Tanzania



Position Manager: IT Service Delivery and Corporate - VDITB29

Role Purpose
Reporting to the head of IT Systems and Service Delivery, Manager for IT Services Delivery & Corporate Application will be responsible for managing the overall corporate applications and IT help desk. This includes managing the in scope systems end to end.The systems in this scope includes the following:
Active directory and other linked systems like ARM and IRS and Ms Exchange

Key Responsibilities

  • End user support.(Operations) Responsible for the overall end user support services for all the services/functions that the IT offer to the internal customers/staff. Responsible for the performance of the service desk functions.
  • SLA management: Establish the SLA between the IT and business and manage the SLA between the IT and the customers, ensure the SLA is reviewed between the customer and IT and necessary survey are conducted for the overall performance of the IT services. Establish and manage the Operational Service Agreements between the back office support teams and the service desk.
  • Inventory management Responsible for the IT asset management, checks and controls and all the time have the correct and updated asset information.
  • Systems Management Patch management is done according to patch management policy. All systems in the scope should at any point in time comply with the patch process and have latest approved security patches
  • All in scope systems have backup
  • All the restore tests are performed as per the approved restore test plan.
  • All TRPs are updated according to the system changes
  • TRP test is performed as per the BCM plan
  • The findings are resolved according to the committed timelines (Audit, penetration tests, and vulnerability scans e.tc.) as per the agreed timelines.
  • Monthly user access reviews is done
  • Compliance to security policy and procedures
  • Systems hardening is done as per the hardening process
  • Monthly super user logs reviews with evidence and signed off monthly is done as per the policy
  • Should ensure all the above mentioned task is done for in scope systems and for any other systems that may be added at the description of the Line Manager
  • Ensure all the systems are configured in monitoring tools for different alerts
  • The in scope systems are managed end to end from OS, DB and Application level. Details of the systems are
  • Innovation: Establish the roadmap for the Enterprise Service Desk and ensure that the roadmap is implemented as agreed, establish the Key Performance Indicators and key success factors for the Service Desk and ensure that are measure correctly for daily service delivery improvement
  • IT standard Compliance Responsible for the overall implementation of the ITIL methodology across the organization for the quality service delivery of IT services and overall performance of the Vodacom business.
  • Responsible for overall security to the systems in scope and ensure its compliance to technology audit checklist
  • Budget management: Budget Management. Responsible for the proper and appropriate acquisition and procurement of the IT office automation tools as per the business needs including but not limited to computers, photocopiers, printers, scanners and consumables, software, etc by providing proper and correct recommendations to the head of section and management.
  • People Management: Manage and motivate people under the section and ensure that they are doing their responsibilities as required.
  • Reporting: Reports – on the weekly/monthly IT services performance on the SLA, Asset


Job Specific Requirements, Qualifications & Competencies (Knowledge, skills and attributes)

  • Bachelor of Science Degree and equivalent
  • CISA/CISM
  • MBA is an added advantage.
  • Min. 3 years in Telecommunications, banking industry or any industry with more than 400 desktops/laptops
  • Min. 2 years project management experience
  • Min. 5 years IT experience
  • Min. 3 years management experience
  • Min 2 years in auditing and risk management activities.
