ORGANIZATIONAL CONTEXT AND SCOPE

Under the overall supervision of Project Manager and the direct supervision of the National Officer – Identity Management in Dar es Salaam, the successful candidate will be responsible for assisting in the implementation of activities under IOM Tanzania’s Migrant Registration Support for Tanzania project.

RESPONSIBILITIES AND ACCOUNTABILITIES

1. Provide administrative and logistical assistance in the implementation of the Migrant Registration Support for Tanzania project.
2. Participate in official meetings of the project, including with the donor and project counterparts, to promote and assess project outcomes and activities.
3. Draft and compile project documents, particularly activity reports and sitreps.
4. Draft and compile project documents, particularly donor narrative reports, to be reviewed by the Project Manager.
5. Oversee, in coordination with the Project Manager, all monitoring and evaluation of the project, including tracking that project targets are being met through the use of predefined indicators; assist in ensuring results-based monitoring and reporting.
6. Organize and lead the preparations for numerous trainings/workshops/conferences for the project.
7. Organize and lead the preparations for numerous trainings of Tanzanian Authorities
to address the challenges of mixed migration.
8. In coordination with the Project Manager, liaise with government partners and local authorities on the implementation of the project.
9. Lead and oversee the preparations for numerous biometric registration fairs throughout Tanzania in coordination with ICT colleagues and the Project Manager. 10. Ensure and monitor the implementation of capacity-building initiatives on identity and border management, assist on the organization of competency-based training needs assessments and mainstreaming such training within national border management training programmes.
11. Assist the Programme Coordinator in managing the core processes of inter-agency collaboration, within the One UN cooperation and operational dynamics in Tanzania. 12. Under the supervision of the Programme Coordinator, lead cross-cutting efforts from within IOM Tanzania’s projects/programmes, with IOM’s UNDAP and joint programming commitments, with focus on IOM-relevant outcome and thematic results participation. 13. Draft clear and concise official letters, minutes and activity reports in English and compile, summarize, and present information/ data on specific project related topics, for example for Facebook, Twitter and other external publications.
14. Attend and track internal and external meetings, including with ONE UN partners, as may be delegated by the supervisor.
15. Undertake duty travel, as required.
16. Perform other duties as may be assigned.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Administration, Law or Political Social Science, Migration Studies, Biometrics or other related field with at least four years of relevant professional experience; or,
  • High school degree with at least six years of relevant professional experience.
  • Experience in project work with International NGO’s and/or International Organizations in Tanzania.
  • Knowledge and experience of M&E required.
  • Experience in monitoring of projects activities
  • Experience in liaison with the Tanzanian Government.
  • Familiarity with biometrics and identity management advantageous.
  • Familiarity with the Tanzania Immigration Services Department a distinct advantage.

LANGUAGES

• Fluency in both English and Kiswahili, written and spoken, required.
• Working knowledge of French and/or Kirundi advantageous.
