Resonance is seeking candidates to serve as
Chief of Party (COP) for an anticipated USAID-funded project based in
Tanzania, focused on marine biodiversity conservation. The 5-year
contract will incorporate a series of interventions that support and
strengthen capacity for biodiversity conservation in a manner that i)
reduces the use of illegal and unsustainable fishing; ii) improves the
governance and management of coastal land and seascapes; and iii)
improves policy development and capacity to implement policies. These
interventions together will reduce threats to marine and coastal
biodiversity in Tanzania while moving Tanzanian institutions further on
their journey to self-reliance.
The COP will be responsible for
overall leadership, management, and technical direction of the project.
As the project’s leader, the COP will be the principal project planner,
designer, and implementer and will ensure that all deliverables are
high-quality and delivered to USAID on time.

They will
be the primary POC with the Mission and will ensure all stages of
project implementation work to meet Mission goals and priorities. As
primary POC, they will work directly with the COR to drive internal
project and Mission learning and will ensure that approaches are
adjusted to respond appropriately and effectively to task resourcing and
implementation requirements.

Essential Functions

  • Serve as key liaison with USAID, the Government of Tanzania, project
    partners, and counterparts in the public and private sectors.
  • Provide overall technical, administrative, and operational oversight
    for the project on all activities and at all levels (both in Dar Es
    Salam and target areas for value chain improvements and fisheries
    resources management).
  • Lead the planning, design, implementation, and reporting of
    technical activities, including the drafting of annual work plans,
    leading organizational activities, and overseeing the completion and
    submission of quarterly and annual project reports and other project
    deliverables.
  • Lead the project’s marine biodiversity conservation and sustainable
    fisheries management agenda and activities in conjunction with the
    Ministry of Fisheries and local institutions.
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff.
  • Lead financial oversight and procedures and ensure compliance with USG regulations and Resonance policy.
  • Report regularly to the Resonance headquarters and USAID/Tanzania on project activities, deliverables, and events.
  • Travel regularly for monitoring and oversight of activities and evaluations.

    marine resource management and conservation, including several among the
    following: coastal resource resilience, marine protected area
    management, sustainable fisheries management and/or enforcement, local
    community development and livelihood diversification, local governance
    capacity building, and behavior change promotion.
  • At least (10) years of management and supervisory experience with a
    U.S. Government foreign affairs agency, international assistance
    organization, or nongovernmental organization.
  • An advanced graduate degree in a related technical or management
    field (e.g. marine biology, natural resource management, public
    administration, business administration, international development,
    governance, etc.)
  • Demonstrated ability to liaise and work collaboratively with
    government stakeholders, international donors, and local partners at the
    national and sub-national levels.
  • Proven leadership in the management of similar sized international
    donor programs with annual budgets of 1-3 million USD and that requires
    collaborative adaptive management and the ability to respond quickly to
    newly emergent tasks.
  • Demonstrated experience managing multi-disciplinary, multicultural, and diverse teams, with strong interpersonal skills.
  • Superior written and oral communication skills.
  • Fluency in written and spoken English required. 

Preferred Education, Experience, & Competencies

  • Direct experience or working knowledge of East African fisheries, coastal and marine resource management issues preferred.
  • Working knowledge of Swahili
  • Experience in partnerships and private sector engagement.

Travel Expectations

  • Ability to travel around Tanzania as needed. Ability to also travel internationally as needed up to 20% of the time.
