APHFTA is an Umbrella Non-Governmental Organization (NGO) of the private (self-sustaining) health sector in Tanzania established in 1994. It serves as a public forum for the private health sector and provides a comprehensive array of advocacy, administrative, knowledge-sharing, and networking products and services to the Private Health Care Sector (PHCS). It endeavors to link the PHCS with the community and thereby contribute towards poverty alleviation. Over the years, it has engaged the PHCS in the delivery of public health goods under the Ministry of
Health Community Development Gender Elderly and Children (MoHCDGEC) partnering to improve the quality of care in health sector and to achieve the objectives of the Health Sector Strategic Plan IV, the National Strategy for Poverty Reduction and Economic Growth (MKUKUTA) and the Sustainable Development Goals (SDGs).
Position: Human Resource Officer
Location: Dar es salaam
Job Summary
The overall duties and responsibilities will involve managing activities such as job design, recruitment, employee relations, performance management, training & development and talent management.
Specifically the Human Resources Officer will;
- Manage the recruitment and selection process of organization employees
- Oversee and manage a performance appraisal system to ensure effectiveness, compliance and equity within the organization
- Assess training needs to apply and monitor training programs
- Coordinate management training on interviewing, hiring, terminations, promotions, performance review, safety and sexual harassment
- Report to management and provide decision support through HR metrics
- Ensure legal compliance throughout human resource management
- Supporting employee opportunities for professional development
- Managing succession planning of staff
- Keep record of benefits plans participation such as insurance or pension plan, hiring processes/reports, promotions, transfers, performance reviews and terminations and employee statistics for government reporting
- Respond to inquiries regarding policies, procedures and programs
- Advise management in appropriate resolution of employee relation issues
- Prepare budgets for human resource operations
- Develops and maintains a human resources system that meets top management information needs
- Represents organization at personnel-related hearings and investigations
- Administers benefits programs such as life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance
- Prepares reports and recommends procedures to reduce absenteeism and turnover
- Develop and implement HR strategies and initiatives aligned with the overall organization strategy
- Bridge management and employee relations by addressing demands, grievances or other issues
- Plans and conducts new employee orientation to foster positive attitude towards organization goals
- Support current and future organization needs through the development, engagement, motivation and preservation of human capital
- Develop and monitor overall HR strategies, systems, tactics and procedures across the organization
- Nurture a positive working environment
- Contracts with outside suppliers to provide employee services, such as temporary employees, search firms, or relocation services
- Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization
Desired Competency
- Degree in Human Resources or related field
- Proven working experience as HR Manager/Officer in an organization of over 50 employees for at least 5years
- People oriented and results driven
- Demonstrable experience with Human Resources metrics
- Knowledge of HR systems and databases
- Ability to architect strategy along with leadership skills
- Excellent active listening, negotiation and presentation skills

Job Description:
The Deputy Director MEL oversees the monitoring, evaluation, and learning components of the project. S/he leads the development and management of the MEL Plan. S/he develops and maintains systems to collect data and leads analysis to produce information on inputs, outputs, outcomes, and impact of the project. S/he collaborates with and oversees regional data managers to provide feedback on data collection and indicators; analyzes data reported; and supports training of M&E personnel in quality assurance methods. S/he collaborates with the project team to design operations research (OR) to support learning, evaluation, and planning, and oversees the implementation of OR projects as well as analysis, dissemination, and use. S/he shares MEL data and improvement plans as well as strategies for implementation improvements for greater project impact with the project team.
Responsibilities:
- Design and develop the project MEL system including establishing a learning agenda, refining indicators, setting targets for all indicators, planning of all necessary data collection and analysis.
- Oversee and directly contribute to the development and implementation of M&E tools and systems to improve ability to collect, interpret and aggregate data that track tangible, measurable progress toward project results and the attainment of project objectives.
- Support data analysis and use data to promote evidence-based programming and provide timely feedback in relation to project targets, work plan activities and objectives, and address gaps in programming.
- Develop and adapt M&E tools to meet program needs, which may include pre- and post- tests, classroom observation tools, and baseline, midterm, and end line survey instruments
- Liaise with the USAID Mission on the design of M&E tools and/ or on modifications to M&E system.
- Liaise with and support appropriate Government ministries to ensure program activities are aligned, integrated, and owned by them.
- Oversee the M&E Manager and provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
- Contribute to collaborative, learning and adaptive approach throughout the entire project; design program learning plan, ensure that findings from all monitoring, assessment and survey activities are fed back into the project and disseminated to stakeholders and partners for continuous program adjustments.
- Provide high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of learning agenda findings, etc
Desired Competence
- Master’s degree or its International Equivalent required in monitoring and evaluation, public health, demography, social science, economics, or relevant discipline;
- At least 7 years of experience related to monitoring, evaluating, and reporting on United States Government (USG) projects related to HIV/AIDs;
- Experience in the design and implementation of M&E systems for USG-funded projects, (particularly USAID), preferably in Tanzania
- Strong understanding of HIV/AIDS data and HIV/AIDS indicators;
- Strong analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences;
- Excellent report writing, analytical, and communication skills, including oral presentation skills;
- Mastery of the design and implementation of qualitative and quantitative data collection methodologies; experience with complexity-aware monitoring and adaptive management models is desired;
- Computer skills, including MS Office, Access and Excel, and mobile/internet data collection software (ODK, Kobo, Survey Monkey and others);
- Experience supervising and mentoring staff;
- Must have demonstrated ability to work in complex environments, work across different cultures, and manage and coordinate with diverse staff to deliver impact within agreed timelines;
- Fluency in English and Swahili required.
