The Tanzania-Zambia Railway Authority (TAZARA) is a Statutory Institution owned by the two Governments of the United Republic of Tanzania and the Republic of Zambia on a 50/50 share holding basis. Head Information Technology (HIT)

Number of Positions  :   One(1)

Job Purpose 

The HIT develops, implements and reviews the Information Communication Technology (ICT) policies and procedures, to monitor their effectiveness in the organisation through the provision of reliable IT infrastructure and application systems that are responsive to the needs and demands of the Authority.

Key Responsibilities:

  • Develops and implements the ICT strategic and operational plans aligned with the organisation’s strategic direction;
  • Develops, implements and oversees the organization’s ICT security structure, Risk Assessment, strategy, Disaster Recovery Plan, and business continuity plans in order to secure information and records;
  • Ensures that all necessary ICT tools, processes and systems are in place to meet the requirements of the business and contribute to the achievement of the organisation’s short, medium and long term goals;
  • Manages all ICT related projects within the organisation, ensuring that they are delivered to required standards and on time in order to provide high quality ICT systems and services;
  • Develops and manages the planning and budgeting for the ICT services to ensure that appropriate resources are made available for the provision of best ICT services that are in line with organizational growth;
  • Supervises the ICT staff and conducts annual staff appraisals, ensuring that any training and development needs within the department are identified and implemented; and
  • Participates in core strategic plans of the organisation.

Core Skills and Competencies:

  • Sound understanding of computer systems, networks, security, telecommunications, databases and storage systems;
  • Strong interpersonal, communication and leadership skills;
  • Ability to manage and prioritize tasks and projects;
  • Solid working knowledge of all relevant coding languages and security protocols;
  • Excellent analytical and problem-solving skills; and
  • Must be a team player.

Qualifications and experience:

  • Form IVA/I Certificate of Tanzania or Grade 12 Certificate of Zambia;
  • Degree in Computer Sciences/lnformation Management System or its equivalent;
  • A post graduate qualification will be an added advantage;
  • Eight years of relevant experience, five of which should be at Senior Management level;
  • Not less than 35 years of age;
  • Registered member of the Information Communication Technology Commission (ICTC) in Tanzania or Computer Society of Zambia (CSZ) in Zambia.

The CPiE Specialist is responsible for leading the strengthening of the quality of Plan International’s Child Protection in Emergencies (CPiE) programme, with a focus on case management including support to implementation of durable solutions such as repatriation, cross boarder reunification and resettlement, community based protection and community and family based psychosocial support (PSS). S/he will be responsible for strengthening community groups and mechanisms that have a role in protecting children in humanitarian settings, enhancing accountability to the affected population with a strong emphasis on meaningful child participation. In addition, the specialist will ensure implementation of the child and youth safeguarding policy, PSEA and CP mainstreaming. The Specialist will also play a lead role in external advocacy and interagency coordination at response and district levels as necessary and ensure adhering to interagency SOPs and dissemination to Staff.

RESPONSIBILITIES OF THE POST HOLDER

  • Lead and manage CPiE programme design and implementation to effectively respond the protection and development needs of vulnerable children

Representation and advocacy

  • Work in close relationship with the government representative in the area of operation and other partner’s/UN agencies present in the refugee setting

  • Participate in protection, child protection and SGBV working groups/bilateral meetings and represent Plan in all relevant forums as need arises

Team Management

In strong linkage with the ERM, ensure good communication and coordination with team members through regular programme coordination meetings (or other if needed)

Continuous meetings with CP Teams for activities follow up and with youth and Education teams for effective coordination and integration to respond the holistic needs of children and adolescents.

HR Management

  • Promote and monitor staff care and well-being; Offer leadership support for successful adherence by staff to Plan International Policies and Procedures and strategy.
  • Advise SMT on child protection related human resource and administration needs including CP team welfare.
  • Provide regular updates to ERM regarding priorities and constraints – verbally and in writing on an agreed frequency. 
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.   • Driving a profit orientated, high-performance culture amongst Commercial and Marketing teams by:
  • Leading Brand PnL reviews with brand managers on monthly basis
  • End to end close monitoring and evaluation of all A&P and Trade Spend Internal orders.
  • Developing and delivering tools and training to build Commercial and Marketing teams’ awareness and understanding of their profit drivers
  • Supporting strong commercial strategy and planning processes by:
  • Preparing pricing and channel reviews
  • Support of trade strategy
  • Ensuring compliance to all A&P and Trade Spend policies
  • Supporting the Marketing and Commercial AOP process
  • Driving the increased productivity of trade spend and A&P by:
  • Preparing pre-evaluation and post financial evaluations of trade spend and A&P activities
  • Undertaking specific reviews and deep-dives on the different elements of trade spend and advising on the optimum way to align  them with SBL’s commercial objectives
  • Providing robust financial input to innovation and Supply capex projects
  • Supporting the strengthening and development of the Commercial Finance team through:
  • Actively seeking ways to strengthen our strategies, systems and processes, including identifying and implementing opportunities for automation
  • Undertaking other tasks as required to deliver the function’s objectives

  • Driving the Brand performance reviews (A&P and Trade Spend)
  • Maintaining PACE and M&E trackers and ensuring everything is approved timely with accordance to SoA and any other relevant policies.
  • Pre and post financial evaluations of trade spend and A&P
  • Creating, monitoring and review of all A&P and Trade Spend Internal orders.

Qualifications and Experience Required

  • Professional qualification in accounting (CPA, ACCA, CIMA or equivalent)
  • Minimum 4 years experience in finance relates roles
  • Strong knowledge of commercial decision making, pricing & BPM ideally in a FMCG context
  • Strong interpersonal and communication skills; ability to engage at exec level
  • PC literate; particularly MS Word, Excel, PowerPoint, MS Outlook
  • Ability to prioritize when faced with conflicting demands
  • Proven ability to facilitate business change

Market Complexity
