Vijana na Ubora, Malengo na Afya (VUMA) project is an anticipated 7-years  Global Affairs Canada (GAC) funded project, aiming at increasing realisation of Sexual Reproductive Health and Rights (SRHR) for Adolescents Girls and Young Women(AGYW) in all their diversity in Katavi region. The project will increase AGYW’s individual and collective agency by building Sexual Reproductive Health Rights, Sexual Gender Based Violence, Mental Health, infection prevention and control (IPC) and nutrition by empowering them via increased social capital; and by helping them to acquire skills, capacities and increased financial capital. The project will also strengthen the provision of gender and adolescent-responsive and inclusive (GAR&I), integrated and innovative SRHR and protection services and support for AGYW by building community, school, health facility and governmental capacity, infrastructure, planning and management.

In addition, the project will work with local Women Rights Organizations (WROs), Youth Led Organizations (YLOs), adolescent groups and stakeholders to ensure that gender equality (GE), SRHR and protection frameworks, policies and services are gender-responsive and evidence-based.

ROLE PURPOSE

Finance Manager is responsible for the financial health of VUMAproject, and offering insights and financial advice to the Program Director in order to make sound financial decisions and planning for the long and short term financial goal of the project. she/he will lead all day-to-day accounting operations, with functional responsibility for accounting, accounts payable, payroll, and grants administration. She/he will be accountable with the production of quality financial reports; managing accurate processing of financial transactions; administration of a comprehensive set of controls in order to mitigate risks, preparing financial forecasts of the project, and ensure that reported results comply with Generally Accepted Accounting Principles (GAAP), donor and Plan financial management standards. This position report to the Program Director and supervises the Finance Coordinator.

Dimensions of the Role

  • Monitor the day-to-day financial operations of VUMAproject
  • Support project financial analysis, validation of plans, and ad-hoc requests
  • Ensure compliance with donor and Plan financial policies and regulatory requirements
  • Track project financial status and performance to identify areas for potential improvement
  • Seek out methods for minimizing financial risk to the project
  • Understand and adhere to financial regulations and legislation.
  • Plan, organize, and execute financial tasks of VUMA projects
  • Make estimates of funds required for the short and long-term financial objectives of the project.
  • Complete financial reports, lead the month-end closing process and conduct monthly financial forecast.
  • Develop and implement plans for budgeting, forecasting, and reporting.
  • Provide financial insight and analysis information and expectations to the Program Director to drive project performance and support in long-term and short-term decision making
  • Manage and monitor metrics, KPI tracking, and reports.
  • Understand and calculate the risks involved in the financial activities of the project.
  • Ensure that all financial transactions are processed accurately, in a timely manner, and in accordance with generally accepted accounting principles.
  • Maintain control of the following areas: general ledger, accounts payable, expense reports, billing, and payroll.
  • Work closely with CO grants manager in reviewing partner liquidations reports
  • Monitor and supervise project assistant accountant to ensure that all the partners liquidations, advance and all expenditures are processed and posted into SAP system timely.
  • Visits Katavi region at least quarterly to provide needed technical support to the project team.
  • Visits partner offices at least once in a quarter to provide support and ensure that grant requirements are adhered to
  • Fulfill Plan’s safeguarding children and young people policy at all times to protect children from all forms of abuse
  • Provide capacity building to partner staff to ensure partners’ compliance with best practices and donor specific requirements
  • Undertake other reasonable tasks as directed by the Project Director

ACCOUNTABILITIES

Production of financial management reports:

  • Ensures that project transactions are reviewed and correctly entered into SAP on a timely basis;
  • Submit quarterly, semi-annual year-end project financial reports in a timely manner;
  • Prepare the quarterly financial report and assists the Program Director with the variance explanations, and communicate with Plan Canada for support on donor reporting deliverables as needed.
  • Monitor and submit quarterly reports on project financial risk.
  • Prepare and analyse accurate monthly financial and management reports, including income statement, balance sheet, budget and variance, projections and forecast, and cash flow.

Working with Partners

  • Relates well with all partners and support them to effectively manage their budgets
  • Gives constructive and timely feedback to partners finance team for improvement
  • Lead financial reflection and feedback meetings with partners

Budget Management and Control

  • Be in charge of the preparation of the Project annual work plan budget;
  • Monitor project budget and submit request for budget modification to Donor for approval when necessary
  • Maintain a budgetary control system to monitor grant budget vs. Expenditure and advise management on variances and corrective actions required to be taken
  • Respond to grants financial queries in liaison with the Head of Finance (HOF), Business Development Manager and the Program Director;
  • Ensure partners fund disbursement is done on a timely manner as per the agreement.
  • Ensure Partner liquidations and financial reports are properly reviewed before further funds are advanced
  • Assists the Program Director in the preparation of quarterly, semi-annual and year-end financial schedules/reports of the project

Coordinates Cash Forecasting:

  • Promptly request funds for project implementation and ensure effective cash flow management
  • Ensure monthly bank reconciliations is prepared, reviewed, signed and filed accordingly.
  • Prepare fund balance statement on a monthly basis and share with the HOF.
  • Prepare and share the reconciled fund balance with Program Director and CNO Compliance Manager, on quarterly basis.

Compliance with Plan’s and Donor requirements.

  • Ensure that all approved Project budget account lines – donor account lines together with subsequent modifications are accurate in SAP;
  • Undertake monthly review to ensure that all transactions are accurately entered into the SAP
  • Ensure the SAP monthly reports are printed and signed off;
  • Ensure partners disbursements and liquidations are clearly captured in SAP.
  • Analyze project balance especially expense accounts after system closure and effect the necessary corrections
  • Reviews project sub-ledger for all advances and prepaid expenses and follows up on outstanding advances

Management of Internal Financial Controls:

  • Prepare the weekly payment list based on the Cash forecast requirement approved
  • Ensure that project payments are made as per approved policies and procedures and donor requirements.
  • On a monthly basis, review all the vouchers for completeness and documentation and arithmetic accuracy.
  • Ensure online payments are processed within required time as per weekly payment schedule
  • Prepare project financial audit action list after each audit and ensure compliance.
  • Monitor and review monthly staff timesheets and ensure that are completed in a timely manner
  • Support CNO Compliance Manager during compliance visits and ensure that required documents are available for review
  • Support donor audit and ensure all required supporting documents are available
  • Ensure audit recommendations are implemented within limited time frame.

  • Provide leadership to finance and accounting areas of the project
  • Provide guidance and analysis to the project director and operational management to improve results.
  • Maintain system of accounts and keep books and records on all transactions and assets.
  • Develop, implement, and maintain processes and controls that are current best practices related to transaction processing

  • Bachelor’s degree in Finance or Accounting, preferably post-graduate degree

ROLE PURPOSE

The MERL Specialist will lead the MERL initiatives of VUMA project, ensures quality design of baseline Midline and end-line evaluation (including data collection tools; methodology and reports). Ensures quality of the data collected and analysis are used to improve ongoing project implementation. She/he will support project director in data synthesis and consistently produces quality reports that inform VUMA project performance indicators.  The Specialist is responsible to make sure the project teams integrate MERL planning across the program life cycle. She/he will drive the qualitative and quantitative routine and periodic data collections, and developing successful mechanisms for the project learning. In coordination with Project Director and MERL team members, she/he will make sure project teams applies the appropriate frameworks, tools and knowledge sharing to improve implementation and contribute to project goal. She/he will be responsible for design, coordination, and constantly improving the VUMA project M&E system and opportunities for research. He/she will work with other organizational MERL team to build MERL capacity of the project team (both Plan and partners) that trains and mentors M&E staff and promotes a culture of learning, including making use of data for descision making.

Dimensions of the Role

  • Work closely with other  project specalists to support the design, management and implementation of VUMA  Project MERL systems, and key components of the gender transformative M&E system, and the use of gender data to contribute to annual work planning and budgeting processes;
  • Develop and ensure application of effective data collection, tracking, and reporting to monitor project results, outputs, outcomes, training pre-post test results, knowledge acquisition, change of behaviours.
  • Lead the baseline and end-line evaluation that can include primary and secondary data collection, household survey, KII and FGDs, Facility Assessment, Gender Assessment based on the project needs.
  • Ensure the integrity and relevance of data collected from the project are reliable to support project achievements, and suggest timely adjustments to better serve project objectives and priorities
  • Contribute to narrative reporting and donor compliance requirements, including reviewing data in Performance Measurement Frameworks, and work plans and ensuring VUMA Quality reports and work plans are results-focused

ACCOUNTABILITIES

Project Monitoring and Collaboration, Learning, and Adaptation

  • Liaise with country office teams to develop, implement, and revise monitoring and evaluation plans, including key indicators to be reported to the donor and PLAN GLOBAL MERL systems (YODA and Beneficiaries Counting)
  • Create and adapt high-quality data collection tools including monitoring tools and databases, facility assessment and supervision tools, and training materials.
  • Develop methods, tools, and processes to capture ongoing implementation learning, including how the project’s strategies are being implemented and adapted.
  • Support the project team to apply results-based monitoring and lessons learned to refine activities and implementation.

Research and Evaluation

  • Lead the project’s aspects of a qualitative and quantitative evaluations,
  • Lead development of research protocols, data collection instruments, study operation procedures, analytic plans, training materials and request for permit submissions.
  • Contribute to the project evaluation and formative research studies, including contributing to the development of tools and protocols and/or managing external consultants/partners.
  • Provide support to quantitative research and evaluation studies led by external partners.

Technical Leadership

  • Provide leadership, training and mentoring in the areas of MERL learning agendas, and other skills required for assessing the impact of programs.
  • Lead a project team in planning for large-scale assessments and/or broad surveys (e.g. baselines, end-lines).
  • Coordinate with project leadership and senior management to encourage a culture of learning within project staff.
  • Lead a project team in planning for and oversight of external evaluations in partnership with program leadership.
  • Ensure project use appropriate M&E systems and tools, to inform and improve each individual program, as well as feed into the broader country-level M&E system and country strategy.
  • Support project and other teams in collecting sex and age disaggregated data and using gender sensitive data- collection methods in order to understand and respond to program results with diverse participants.
  • Participate in the facilitation of project planning sessions, assisting team leaders in the development of their annual plans.

Technical expertise, skills and knowledge

Required experience and Qualifications

  • Master’s Degree or its international equivalent degree in development studies, social sciences, M&E, Demography, gender studies, or statistics, ideally with a focus on M&E;
  • A minimum of five years of relevant practical experience in designing, implementing, and managing gender transformative M&E systems for donor-funded development projects, with specific experience in education, ASRH, gender equality and child protection projects;
  • Experience managing real-time end-to-end data management systems and solutions, including ICT, enabling data collection, analysis, and rapid feedback loops;
  • Experience with the development and overseeing the implementation of data collection tools and systems for the entry, analysis, and storage of data;
  • Minimum of 5 years of providing training, and in a supervisory and/or management role, in monitoring and evaluation to all levels of stakeholders;
  • Experience with adaptive management, iterative M&E, and effective feedback loops to ensure the use of data in strategic and programmatic decision-making;

Vijana na Ubora, Malengo na Afya (VUMA) project is an anticipated 7-year Global Affairs Canada (GAC) funded project, aiming at increasing realisation of Sexual Reproductive Health and Rights (SRHR) for Adolescents Girls and Young Women (AGYW) in all their diversity in Katavi region. The project will increase AGYW’s individual and collective agency by building Sexual Reproductive Health Rights, Sexual Gender Based Violence, Mental Health, infection prevention and control (IPC) and nutrition by empowering them via increased social capital; and by helping them to acquire skills, capacities and increased financial capital. The project will also strengthen the provision of gender and adolescent-responsive and inclusive (GAR&I), integrated and innovative ASRHR and protection services and support for AGYW by building community, school, health facility and governmental capacity, infrastructure, planning and management.

In addition, the project will work with local Women Rights Organizations (WROs), Youth Led Organizations (YLOs), adolescent groups and stakeholders to ensure that gender equality (GE), ASRHR and protection frameworks, policies and services are gender-responsive and evidence-based

ROLE PURPOSE

The project Manager is responsible for the successfully implementation of the VUMA project in region of Katavi in Tanzania and accountable for the achievement of programme activities at the field level. She/he will ensure that the project achieves intended activities for attaining expected results and are implemented in compliance with the donor agreement, Plan International and Government standards. She/he is responsible for ensuring the planned activities are implemented as planned and maintaining the program calendar. Consistent activities budget monitoring, timely working and submission of quality reports to the Program Director and Management of project field staff. She/he will work very closely with the Ministry of Health, Ministry of Community Development, Gender, Women and Special Needs, Ministry of Education, Science and Technology and President Office Regional Administration and Local Government including Regional and District authorities  during the execution of the project. She/he is the primary representative of the project at regional and district level and will supervise and support project staffs by ensuring staffs are responsible to implement project interventions as planned and at high standard.  He/she will promote teamwork, trust, mutual respect, and empowers staff to take responsibility.

Dimensions of the Role

  • Provides operational and program  support throughout all stages of the VUMA project process and ensures integration, coherence and harmonization of all components in the project design to achieve results as planned
  • Continually ensures alignment of the VUMA project with both international and national gender equality and sexual reproductive health (SRH) priorities, plans and competencies
  • Identifies and builds strategic networks with other actors to support the region in implementation and monitoring of gender responsive and adolescent-friendly sexual reproductive health quality improvement initiatives in line with the national government policy.
  • Provision of SRH technical and programmatic guidance on the implementation of SRH project activities as per the national SRH guidelines and programme policies.
  • Actively monitors the project implementation through field visits,  coordinating  monthly project meetings, to jointly assess  project progress, identify bottlenecks and potential risks and work for timely decisions with Project Director to resolve issues
  • Coordinate with partners to collect and document best practices, lesson learning for better achievement.
  • Working to build the capacity of the Local Government Authorities staff on effective supportive supervision including identify effective approaches and techniques for scaling up project best practices for the sustainability after project closure.

Required experience and Qualifications

  • Master’s degree or equivalent in public health, education, social science, international development, gender or related area is required.

ROLE PURPOSE

Gender Specialist will serve as the Gender technical lead for VUMA project focusing on the improvement on the application of gender transformative approach in the implementation of project activities in Katavi region. She/he will be responsible for the execution and guiding strategic vision and integration of gender responsive model in the development, implementation and monitoring of annual work-plans and budgets. She/he will ensure activities are appropriately implemented and evidence based to align with donor and Plan gender transformative approaches. She/he will unite the team around the gender learning agenda and documenting results to increase visibility and stimulating cross sector programming for adolescents and young women. The Gender specialist combines strong program technical knowledge with exceptional project and team management skills and the ability to lead by influence. She/he will significantly contribute to Plan International Tanzania’s innovative solutions for strengthening gender transformation and inclusion in SRH services provision in the project area.

Dimensions of the Role

  • The post holder leads program design, planning and implementation to ensure overall interventions are of high quality gender transformative and inclusive of children and youth with disabilities and align with the Areas of Plan International Global Distinctiveness.
  • Analyse and assess  gender related relevant political, social and economic trends that contribute to enhancement or detraction of girls’ rights to sexual reproductive health and rights
  • Conduct regular supervision and monitoring visits to project filed sites to ensure gender transformative approach is mainstreamed in all  project activities;
  • Provide gender oversight to local implementing partners, and also work closely with the field offices team, as well as the program director,
  • Lead and coordinate the development and/or adapting gender transformative and inclusion training materials and tools as necessary.
  • Work closely with the Head of Child Protection and the Gender and Inclusion Specialist to ensure that gender transformative approaches are integrated throughout all activities and interventions
  • Work in partnership  MERL team in the development of Monitoring plan in line with VUMA project indicators and Global Strategy Results

  • Work closely with Project  manager and coordinators to support the design, management and implementation of the planned activities
  • In collaboration with partners, coordinate, manage and monitor the programme implementation, ensuring its quality, and synergy in the results and their solid attachment to  girls and women’s human rights
  • Provide gender technical support and the expertise required to implement the programme and to obtain the expected results

ACCOUNTABILITIES

Technical Leadership

  • Provide leadership in the design and implementation of gender transformative interventions and inclusion for VUMA project as prioritized in the project document and aligned with government and donor priorities.
  • Plan and manage all trainings to build the capacities of staff and partners in use gender transformative approaches in the planning, implementation and monitoring.
  • Facilitate application and understanding of Gender Marker usage to measure integration and development of transformative gender approaches into VUMA Project interventions
  • Lead the project gender analyses,  develop and implement approaches that address formal and informal individual and institutional barriers to girls’ knowledge and access to SRH services in order to challenge root causes of gender inequality and its effects to adolescent girls
  • Utilize Plan International’s gender transformative framework to ensure that  VUMA Project incorporates issues of agency, male involvement, structure and relations as part of its gender transformative approach to ensure the integration of sustainable, gender responsive and inclusive approaches into the project as appropriate
  • Work in partnership with  Gender and Inclusion Specialist and project MERL staff to ensure that all gender transformative interventions plans are complete with outcome level monitoring and evaluation plans; and share learnings for project improvement
  • Ensure timely development and submission of high quality gender and inclusion narrative reports that contribute to the project reports (monthly, quarterly annual and final)
  • Support Plan staff and implementing partners in planning and implementation of gender transformative activities; and advise on continuous learning

Manage the monitoring of project gender responsive activities implementation and budget using results- based management tools;

Participate to draft and/or review scopes of work to hire and manage technical consultants, including review for technical capacities and contract budgets for gender responsive components

Work closely with the MERL team in the development, adaptation and use of high-quality project monitoring tools

Collaborate with the MERL team to monitor indicators especially gender equality indicators.

Facilitate reflective learning sessions and practice among project staff and partners’ staff network, particularly around girl’s rights and empowerment, men engage and gender equality

Facilitate generation, documentation, coordination and management of knowledge on SRH and gender and support effective learning and sharing of experiences in the project and widely in Plan Tanzania and Plan Global

Lead the development of quality standards for implementation of gender transformative approaches, including tools for gender/power analysis and gender audits and train project staff and partners to carry out these analyses.

Strengthen Advocacy efforts and Partnership

Role Context

The Programme Specialist post is located in Dar Es Salaam, Tanzania and shall work under the guidance of the UNFPA Deputy Representative and the direct supervision of the UNFPA Technical Advisor, Gender Equality who provides overall strategic direction. Job Purpose:

Main Tasks & Responsibilities

You will be responsible for:

  • Promoting a comprehensive, transformative policy and programmatic response to advance gender equality, with an emphasis on gender-based violence and harmful practices and a focus on the most left behind populations, especially persons with disability.
  •  Supporting the Government of the United Republic of Tanzania to achieve policy commitments and domestic financing for long-term sustainability in support of gender equality, particularly gender-based violence and harmful practices.
  •  Influencing and coordinating with other partners, including UN Agencies; Development Partners; Civil Society Organizations; and other partners such as the Private Sector to maximize collective results and the impacts of gender equality and human rights, particularly for the furthest behind populations.
  •  Providing close, on-the-ground, follow-up and analysis of Implementing Partners' effectiveness and impact.
  •  Building on the national commitments made at the ICPD25 Nairobi Summit at the country level and influencing national planning and policy making.


A. Strategic Technical Support

  • Represent UNFPA in national efforts to develop, monitor and implement policies, plans, and strategies for the realization of gender equality and the prevention and response to gender-based violence and harmful practices and ensuring that no one is left behind in these efforts.
  •  Understand and respond to critical needs in support of policies, frameworks, operational guidance, standards, instruments and tools both in Mainland Tanzania and in Zanzibar in the context of gender equality, including gender-based violence and harmful practices, both in the development and humanitarian context.
  •  Focus on a whole-of-system approach to ensure gender transformative, equitable and quality responses to gender-based violence and harmful practices, both in Mainland Tanzania and in Zanzibar, both in the development and humanitarian context.
  •  Provide technical input to the development of relevant advocacy and policy documents to address gender equality, including gender-based violence and harmful practices.
  •  Advocate and provide technical guidance for a multi-sectoral and gender transformative approach to gender-based violence including incorporation and prioritization of gender-based violence and harmful practice prevention and response strategies in national and sectoral development frameworks and plans, ensuring linkages to broader gender equality, sexual and reproductive health and rights and population development issues.
  •  Provide continuous advice and guidance to the Tanzanian Country Office on strengthening gender equality.
  •  Any other technical needs in support of the implementation of UNFPA's Country Programme.


B. Results-based Management

  • Ensure incorporation of data monitoring, evaluation results, lessons learned and new knowledge in the updating of specific substantive strategies, policies, tools and approaches.
  •  Contribute in reporting to the United Nations Development Assistance Plan II Reporting Platform, that is, UN INFO.
  •  Leverage an evidence-based approach to contribute to conceptualize and develop strategic directions; and manage and monitor components of gender equality, with a focus on the priority areas of high impact, human rights based and gender transformative intervention.
  •  Closely work with the UNFPA Assistant Representative, Programme Managers; Humanitarian Focal Persons; and the UNFPA Monitoring and Evaluation Officer to develop appropriate checklists/ monitoring tools in coordination with partners.
  •  Carry out regular visits to programme areas, including service delivery points, to check priority needs and to ensure that partners are implementing high-quality programmes to promote gender equality, including gender-based violence and harmful practices, needs of left behind populations, including persons with disability.
  •  Regularly assess, analyse and communicate to decision-makers and partners on gender equality, including gender-based violence and harmful practices trends, challenges and priorities in Tanzania with a focus on persons with the most left behind populations, including persons with disability.


C. Capacity Development

  • Develop and support substantive partnerships and collaborations with other Development Partners in the context of gender equality, including gender-based violence and harmful practices in Mainland Tanzania and in Zanzibar.
  •  Work closely with UNFPA Operations Staff members to ensure that programme activities are implemented within the allocated budgets and in-line with policies and procedures.
  •  Coach and manage junior staff and associates, direct reports and facilitate working groups and task teams.
  •  Regularly follow-up and support to Implementing Partners to ensure timely-implementation and narrative and financial reporting.


D. Evidence and Knowledge Development and Dissemination

  • Contribute to the programme work to identify, analyse, and synthesize state-of-the art knowledge and evidence and ensure its transfer to improve the effectiveness of UNFPA operations.
  •  Ensure that evidence, technical knowledge and analysis of lessons learned are collected, managed, disseminated and available for application in the Tanzania Country Office operations.
