To serve as the Child Protection Specialist in Kigoma and support UNICEF’s programming priorities in both the refugee and host communities, the incumbent will be expected to provide monitoring, guidance, and technical support to the Child Protection implementing partner working in the refugee camps on case management for children with protection concerns, including, foster care placements/alternative care arrangements, community based psychosocial support services, outreach programming for children and adolescents, and case management including implementation of CPMIS+/Primero


With respect to the UN Kigoma Joint Programme and the VAWC theme, the incumbent will be expected to provide monitoring, guidance, and technical support to the Kigoma Regional Secretariat and Local Government Authorities (LGAs) in strengthening the child protection system and supporting linkages between the district government and camp-based child protection interventions. Also supporting the field based coordination of the VAWC theme under the UN Joint Programme considering that UNICEF is the lead of the VAWC theme under the UN Kigoma Joint Programme.


How can you make a difference?

  • Provide monitoring, guidance and technical support to child protection implementing partner(s) working in the refugee camps on case management for children with protection concerns:
  • Provide technical guidance to implementing partner(s), including the monitoring of existing and development of new programme agreements, with a focus on case management for children with child protection concerns, foster care placement/alternative care arrangements, community based psychosocial support services and outreach programming for children and adolescents;
  • Work with the UNICEF Country Office to support the effective roll out of appropriate Child Protection Information Management Systems (CPIMS+) for use by implementing partners; including Lead bi-weekly caseload analysis with CP case management implementing partners and coordinate case conferences, case reconciliations, CP case verification exercises with UNHCR and other CP implementing partners, especially for SEA an child safeguarding allegations (upon request from TCO);
  • Technically lead the development of interagency case management protocols for Kigoma refugee operation together with UNHCR and other CP partners in the operation;
  • Advocate and support the data exchange between CPIMS+/PRIMERO and UNHCR PROGRES V4 following the global guidance;
  • With guidance from CP Specialist (Response) Lead and coordinate Kigoma level interagency cross border coordination, trafficking and other children on the move initiatives;
  • Identify gaps in capacity of implementing partners to address child protection issues and organize briefings, trainings and technical assistance as required
  • With respect to the Kigoma Joint Program VAWC theme, provide monitoring, guidance and technical support to the Kigoma Regional Secretariat and Local Government Authorities in strengthening the child protection system in all LGAs in Kigoma and ensure linkages between the district government and camp-based child protection interventions:
  • Support the Regional Secretariat and LGAs through their respective women and children protection committees to develop and implement multispectral comprehensive district child protection plans and the Regional


Communication Plan to End VAWC;

  • Conduct regular monitoring visits to the Kigoma Regional Secretariat and LGAs to monitor and provide technical
  • assistance to District SWOs and Women and Children Protection Committee members in the implementation of the district child protection annual work plans;
  • Oversee field-level implementation of the KJP-VAWC theme in collaboration with UN Women, UNFPA and IOM;
  • Coordinate and take part in KJP field visits and provide inputs to KJP workplans, reports and human- interest stories.
  • Support RS and LGAs in Kigoma region to implement key government Child Protection policies, regulations, guidelines as defined by the relevant key ministries. This also include supporting the RS and LGAs in Kigoma to learn from other regions and LGAs as well as consolidate lessons to be disseminated to other RS and LGAs.
  • Together with CP Specialist-Social Welfare, coordinate and provide periodical updates, reports and progress reviews on of VAWC component of KJP. analyze this information to advise on the child protection response;
  • Represent UNICEF child protection at the sub-national Protection Committee meetings, CPWG, the SGBV-WG, and other relevant groups as required:
  • Monitor the trends and emerging evidence of child protection concerns and the response by Government and In consultation with the Chief of Field Office and the Child Protection Specialist (Response), advocate with government and humanitarian actors on urgent child protection issues arising and ensure that child protection priorities are included in strategic planning and fundraising processes;
  • Support the coordination of and actively represent UNICEF in relevant meetings including ad hoc meetings convened by the Government at the camp and host community levels;
  • Provide input into UNICEF reports, draft situation analysis, and funding appeals/donor reports as required.
  • Support field based (Kigoma) coordination of the VAWC partners under Kigoma UN joint Programme implemented by UN Women, IOM, UNFPA and UNICEF.


To qualify as an advocate for every child you will have…

Advanced university degree in social work, international relations, law, child psychology, or relevant field.

  • Practical field-based experience in child protection case management required. Previous case work experience and practical usage of CPIMS+ valuable.
  • A minimum of 5 years of experience with the UN and/or other relevant child protection actors, including experience with child protection programming in emergencies.
  • Experience with Coordination and Information Management (excel proficiency required).
  • Practical field-base experience with operationalizing community based psychosocial support programming and programming for adolescents and young persons.
  • Fluency in English (verbal and written). Knowledge of Kiswahili necessary. Knowledge of Kirundi advantageous.
