The overall objective of the position will be to ensure continuity of UNICEF’s support to strengthen Health management information systems and Digital Health solutions that are holistic, integrated and fit for purpose in the Tanzanian context. The position will also serve a coordinating function for the Health section’s research portfolio. The incumbent will complement the skills that are already available in UNICEF Health section with their highly technical skills and knowledge of digital health. In the field of knowledge management and research, the incumbent will ensure effective coordination of implementation research partnerships with a view to long term institutionalization of government owned implementation research for continuous programmatic analyses and improvement.

How can you make a difference?

Coordination with the Government stakeholders and development partners for M&E and ICT related matters

UNICEF is a member of Development Partner Group for Health (DPG-H), the incumbent will support the Chief of Health, who is representing UNICEF for the DPG-H, to coordinate with other development partners to consolidate and deliver messages to the government counterparts. At technical level, s/he will work closely with members of the Government’s technical working group for monitoring and evaluation and ICT (TWG/M&E and ICT), and also to support the government counterparts for the operationalization of the new governance structure for digital health efforts in country as indicated in the National Digital Health Strategy 2019-2024. The incumbent will enhance close working relationships with government counterparts (e.g. MoH, PORALG) and other development partners through proactive communication. S/he will also support capacity building and behavior change on data generation and use. S/he will contribute towards leveraging resources under GAVI, GFATM, GFF and other donors for this purpose.

Provide technical support to the various programmes to GoT

The incumbent is expected to provide technical support to various programmes that UNICEF Tanzania has been supporting. Specifically, the digital health specialist is expected to lead the ICT related technical discussions for the Mama na Mwana programme by having close communication with the UNICEF team as well as the government counterparts to ensure that the programme will be sustainable, fully integrated into the government system, and owned by the government. Furthermore, the incumbent is expected to lead the internal discussion within UNICEF Tanzania for our effective support to the government around digital health related issues such as TIMR, GoTHOMIS, and unique identifications for the birth registration by working closely with the each thematical responsible staff members.

Promote data use for decision making process and behavior change

UNICEF Tanzania has been supporting Comprehensive Council Health Plan (CCHP) and Health Facility Plan (HFP) development in selected councils and health facilities in the councils. The annual planning process is an important opportunity to utilize data for decision making processes. The incumbent will lead this exercise with the colleagues in the country office and the government counterparts to institutionalize this exercise during routine planning processes. In addition, the incumbent will coordinate a new approach of data use for triggering behavioral changes such as introduction of accountability mechanism within data monitoring practice at health facility level, jointly with the PORALG.

Coordinate Research and manage implementation research partnerships in the Health section

UNICEF Tanzania Health section has a large portfolio of research projects in various stages of implementation. The incumbent will coordinate and administer these projects and facilitate technical inputs from colleagues under the leadership of the health manager.

Support knowledge management

Every week, a large number of global, regional and country guidelines and reports are produced and shared. Scientific research within the health field is also prolific in Tanzania. The incumbent’s role will be to collate, file and highlight relevant resources to colleagues, including conducting regular literature searches with relevance for the section’s work to improve its evidence/based programming.

To qualify as an advocate for every child you will have…

  • A Master’s degree in one of the following fields is required: Health management information systems, , Information Technology, Knowledge management, or related field.
  •  Additional relevant courses/degrees, such as public health, research methods, computer science, and data analysis and knowledge management.
  •  A minimum of five years of professional experience in Health and/or Nutrition-related programmes is required.
  • Knowledge and experience of working with Tanzanian Health information and planning systems is a strong asset.
  • Experience of participating in research projects is an asset
  • Experience in IT or database administration a plus
  •  Experience with Java GUI, Angular front-end development, SQL, Postgres, or equivalent database tools
  •  Experience with Agile software development using JIRA
  •  Experience in: Multiple OS platforms with strong emphasis on Linux (CentOS, Red Hat, Ubuntu), Mac OS X, and Windows systems
  • Experience working in a research/projects environment that relies extensively on Open Source solutions
  •  In-depth knowledge of the TCP / IP protocol suite; security architecture; securing and hardening Operating Systems; Networks; Databases; and Applications
  •  Knowledge of the Incident Response life-cycle, working independently to investigate and effectively respond to cyber security incidents
  • Thorough understanding of the threat and attack landscape, attack vectors, vulnerabilities, and how they are leveraged by malicious actors
  • Database Administrator certifications
  • Fluency in spoken and written English and Kiswahili
