CORE RESPONSIBILITIES

  • To coordinate all Network related projects including but not limited to RAN, Core Network, IP/MPLS and Microwave Transport networks deployment.
  • To assisting Project Manager in delivering projects on time, within budgeted, cost and acceptable Quality. This includes performing various administrative tasks, materials logistics and resource management 
  • Handling project documentations, end to end coordinating project activities to completion including meetings and resource support on the projects under direction on PM.
  • Organizing and documenting project meetings and processes, gathering necessary resources as they pertain.
  • Track project progress and quality of work being performed by vendor or third parties to ensure compliance with Tigo policies and quality standards.
  • Assist PM on developing project delivery plans, clearly defining roles and responsibilities and milestones.
  • Support PM in conducting technical feasibility and defining specifications or preparing BOQs, RFQs, RFPs, SoW.
  • Coordinate and facilitate Weekly project progress meetings with stakeholders including MSP Team, Facilities, vendor to discuss the status, issues and action plan on various projects.
  • Support Projects execution on managing change request/variation orders in the projects undertaking
  • Manage relationships with vendors to ensure projects are delivered as per plan. 
  • Manage Vendors/Suppliers/Supply chain on equipment delivery status and materials status and advise PM on any risks.
  • Support all project related activities including review survey reports, perform site visits to ensure compliance with Tigo quality and process standards and escalate to PM and non-compliance matters.
  • Tracking and manage all project documentations including but not limited to vendor signoff docs, project certificates, Acceptance docs.



 QUALIFICATIONS, EXPERIENCE &COMPETENCIES

  • At least 1 years’ experience working in Project management environment (Telecom industry preferred)
  • Knowledge of various project management tools is essential
  • Basic Understanding of Microsoft Projects tool and Window applications is desirable
  • Bachelor’s degree in Telecommunication/Electronic Engineering/Computer Engineering/science is desirable

Oversee the data entry and data management in the project’s data management systems

Oversee TrainSmart database and support all programs in producing reports

Minimum Requirements:

Education:

Bachelor’s degree in statistics, information technology or health and social sciences e.g. sociology, demography, public health, development management related field is require
Academic qualification in monitoring and evaluation will be an added advantage.

Experience:

The ideal candidate will have at least 5 years professional experience working in data management for Monitoring, Evaluation and reporting, preferably working with donor funded programs

Education and Experience Requirements:

  • Degree in Finance, Accounting, or related field and Professional Accounting/Auditing Certification required. Higher Degree a plus.
  • Minimum of 4 years of Audit experience and supervisory experience required
  • Experience in financial management of US Government contracts and/or sub contracts a must, preferably USAID.
  • CPA/CIA certification

Coordination Analyst (WLPP Team

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Tanzania is implementing its Strategic Note (2017-2021), under which one of the priority areas is women’s leadership and political participation. The Women’s Leadership and Political Participation Project (Wanawake Wanaweza) Phase II (2017-2021) builds on Phase I (2014 – 2017), and continues to promote gender equality and the empowerment of women as per UN Women’s global mandate and supports the Government of Tanzania as a Member State to the United Nations to implement international standards, providing suitable technical and financial assistance. The second phase of the project aims at achieving the overarching goal/impact “Women lead and participate in decision-making at all levels” building on the momentum created and gains made from the first phase. The project is in line with the UNDAP II outcome “Women and girls increasingly participate in political and public life and are elected to leadership positions”, the UN Women Tanzania, Country Strategic Framework 2017 – 2021; the UN Women Global Flagship Programme Initiative on Women’s Political Empowerment and Leadership, as well as, national gender policy, the SDGs (in particular, Global Goal 5 dedicated to ‘achieve gender equality and empower all women and girls’, CEDAW and other international and regional commitments, such as the African Union Agenda 2063.

The project operates on three main areas to effect change and progress in relation to increasing women’s leadership and political empowerment. Firstly, the policy and institution level (policies, laws, standards, norms and practices) to ensure these promote and regulate the increase in women’s leadership at all levels. Secondly, at the individual level, to strengthen capacities of women to conduct competitive, well resourced and innovative campaigns. Thirdly, at the community level, where norms, attitudes and practices often undermine women’s rights and gender equality, efforts will work towards reverting these to promote women as accepted, legitimate political leaders.

The project comprises two essential coordination mechanisms: 1) The Steering Committee with representation of Development Partners, the National Gender Machinery and Responsible Parties, provides strategic direction to the project; 2) The Technical Committee is composed of Responsible parties with the aim of enhancing collaboration and synergies. Additionally, within the United National Development Assistance Programme (UNDAP), UN Women leads the Outcome Group on Women’s Leadership and Political Participation within the Thematic Results Group on Governance, Human Rights and Gender Equality.

Reporting to the Programme Manager on Women’ Leadership and Political Participation, the Coordination Analyst will provide support to the WLPP Programme colleagues in leading and organizing the three main coordination mechanisms part of the WLPP thematic area.

In this context, UN Women seeks the services of a qualified and experienced consultant that will assist with the following tasks:


Duties and Responsibilities

  • Ensure efficient coordination and management of the WLPP Project Phase II Steering Committee and Technical Committees, including information management and communication with the members. Coordination of WLPP OG’s inputs in UNDAP processes
  • Preparation and planning for WLPP meetings to ensure efficient coordination and management of the UNDAP WLPP OG including information management and communication with the members; actively support the Chair and relevant members and the development of annual work plans and reports. 
  • In coordination with the Monitoring and Reporting Analyst, produce updates for the WLPP Project Steering Committee, Technical Committee and the WLPP OG and respective TRG meetings on the progress of the project’s efforts to promote WLPP.
  • Contribute to knowledge management initiatives on WLPP to support communication and resource mobilization efforts and participate in different fora for exchange of knowledge on WLPP.
  • Support WLPP discussions, joint advocacy and coordination on strategic issues and processes including Beijing+25, CEDAW, Sustainable Development Goals, development of Country Gender Policy and follow up on key policy initiatives.

Sustaining Health Outcomes through the Private Sector (SHOPS Plus). SHOPS Plus is USAID’s flagship initiative in private sector health. The primary goal of the project is to improve health outcomes and contribute to the achievement of major global efforts, especially Ending Preventable Child and Maternal Deaths, AIDS-free Generation, and FP2020. The private sector is integral to the health system and an important provider of priority health care services. To improve health outcomes and meet these global commitments, SHOPS Plus will strategically engage the private sector. SHOPS Plus Tanzania will increase the use of priority health services for family planning (FP), HIV, and malaria by strengthening the capacity of the private sector to provide quality health products and services, improving the enabling environment for private sector provision of health products and services, and improving ownership of total market approaches within Tanzanian institutions.

The Operations Manager will report to the Chief of Party and support programmatic and operational direction of the program. The Operations Manager will support the COP in facilitating the development of implementation strategies, annual work plans and budget monitoring processes. He/she will supervise the technical Senior Program Officers as they lead activities. This will include monitoring program progress against work plans, assessing quality of execution based on outcomes and stakeholder feedback, and elevating issues as required. The Operations Manager will have supervisory responsibilities.

Responsibilities:

  • Provides programmatic and operational direction in the execution of the work plan, with guidance from the COP.
  • Supervises the work of the Sr. Program Officers, including monitoring progress and quality of activities implemented.
  • Clarifies roles, delegate responsibilities to all program staff, communicating expectations for work and contribution to project activities.
  • Tracks deliverable requirements, including contents, due dates, and submission, and ensures the project is compliant
  • Facilitates development and required reviews of work plan, quarterly reports, and all other deliverables.
  • Provides management and oversight of subcontractors, and consultants, including sub award monitoring, tracking, and reporting
  • Reviews monthly financial reports with COP and financial team.
  • Oversees recruitment process during start-up of new project, including the development of staffing plans, job descriptions, and advertisements; participates in interviews and provides recommendations on candidate selection.
  • Serves on the project Senior Management team of the Tanzania office.
  • Manages the contracts and scopes of work of international and local partners.
  • Collaborates with the research and evaluation team to track, review and report project performance.
  • Assesses opportunities to enhance the quality of project deliverables and to share findings externally.


Qualifications:

  • Master’s Degree (minimum) in Public Health or Business Administration, or other related fields.
  • Minimum of ten (10) years of relevant professional experience in global health, public health, social development sector and/or corporate sector.
  • Experience of interacting with donor agencies at high levels especially USAID and the Ministry of Health, Community Development, Gender, Elderly, and Children.
  • Demonstrated leadership in management skills and ability to support a complex program and motivate a multidisciplinary team and manage diverse stakeholders.
  • Ability to communicate effectively in English – both orally and in writing.

Overview: ICAP at Columbia University is a Non-Governmental Organization affiliated with Columbia University’s Mailman School of Public Health (MSPH) registered in Tanzania as MSPH Tanzania LLC since February 2005 (SO No. 12987). ICAP has been receiving funds to support HIV prevention and treatment programs in Tanzania from the US President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Centers for Disease Control and Prevention (CDC) since 2005.In collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), ICAP has supported the government on health system strengthening, provided technical support especially on HIV prevention, care, and treatment, voluntary medical male circumcision services, and facilitated HIV prevention interventions in community settings.

From October 2016, ICAP has been receiving PEPFAR funding from CDC for a 5-year project delivering interventions as the community implementing partner. The project, known as FIKIA, provides community-based HIV prevention interventions including HIV testing to key and vulnerable populations (KVP). The goal of FIKIA is to accelerate, expand, and improve the quality of comprehensive community-based HIV prevention services to KVP in order to achieve 90-90-90 targets. FIKIA implementation spans a total of 50 districts across nine regions, including Kagera, Kigoma, Mwanza, Geita, Simiyu, Mara, Pwani, Tanga, and Dar es Salaam.
ICAP employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives. ICAP is now seeking to fill the below positions for the FIKIA project.


Position Title: Technical Officer, Community Based HIV Services (CBHS) – 1 position
Reports to: Technical Advisor, Community Based HIV Services (CBHS)

Overall Job Function:
The incumbent will be responsible to provide technical assistance to the community-based HIV testing and counseling (CBHTC) portfolio of the FIKIA project in all regions (Mwanza, Kagera, Geita, Simiyu, Dar es Salaam, Pwani, Tanga, Kigoma, and Mara).S/he will work closely with the technical advisor – CBHS in Dar es Salaam to create innovative strategies to ensure achievement of UNAIDS 90-90-90 goals in the HIV cascade for targeted populations.

Specific responsibilities and duties:
Provide assistance with the planning, implementation, and monitoring of the designed CBHTC program to achieve programmatic targets ensuring services follow national guidelines and standards.

Required: Clinical Degree including MD, MBBS, or Bachelor of Nursing from a recognized academic institution. Preferred: Additional Masters level degree or higher in a related discipline.
