Job organizational context:
The focus of HR positions at this level is on the provision of specialized transactional HR activities pertaining to recruitment and placement, administration of entitlements, staff development and career development, job classification and/or performance management. Specialized activities pertain to the application of HR regulations, rules and procedures in the context of, on a day-to-day basis, there typically being more complications that arise with a broader variety of solutions that are not always clearly covered in general guidelines, thus requiring a greater capacity to adapt and interpret. These positions consequently, require in-depth knowledge of the subject matter and the capacity to carry out tasks with strong independence. Thus, managerial oversight for these positions is limited to ensuring results are fulfilled according to work-plans and facilitating any issues that arise outside of established patterns.
Purpose for the job:
Under the close supervision and guidance of the Human Resources Officer the Human Resources Associate provides administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in his/her office, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations.

- Support in processing of entitlement and benefits
- In consultation with supervisor, analyze, research, verify, and compile data and information on cases that do not conform to UN or UNICEF's HR Rules & Regulations, to support consistent and equitable application of decisions and implementation of agreed upon action.
- In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements
- Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.
- Maintains and prepares all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate.

- In consultation with supervisor, researches, analyzes, verifies, and compiles information on external training courses available and educational institutions to help supervisor decide on learning programmes that address learning gaps in his/her country office.
- Assists team in organizing and conducting courses, workshops and events by participating in exercises which aim to build capacity of stakeholders.
- Develops and processes contracts for institutions providing training and courses, ensuring compliance with UNICEF rules and regulations.
- Assists team in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary.

Impact of Results
HR Associates provide input into the design and development of improved transactional services and delivery processes. Working with a high degree of operational independence they are accountable for the achievement of overall service delivery results in one or more HR activities. The scope of HR work typically covers two or more transactional HR activities (i.e. recruitment, entitlements management and servicing, classification, staff development, performance management etc.) as generalist yet requiring the handling of complex and intricate HR matters on which quality and authoritative procedural advice is provided to the supervisor.

PURPOSE OF THE ASSIGNMENT
Under the supervision of the Chief of Operations, the Operations Associate serves as the focal point of administrative services in the office of the Chief of Operations. The incumbent supports the Chief of Operations in coordination of the activities of the Operations Units and is accountable for registration and efficient delivery of office mail.
SUMMARY OF KEY RESPONSIBILITIES/ACCOUNTAILITIES :
- Serves as principal assistant to the Chief of Operations, responsible for day-to-day administrative operations of the Office of the Chief of Operations.
- Analyses and maintains an overview of the work of the office of the Chief of Operations to ensure that timely administrative support is provided. Organizes Operations section meetings, coordinates daily agenda and meetings, participates in meetings and discussions on important and sensitive issues, interprets and assesses the impact of changes.
- Plans and coordinates the Chief of Operations duty travel and meetings with government officials, other partners and UNICEF staff. Liaises to arrange itineraries of field visits; prepares/collates briefing materials under the guidance of the Chief of Operations.
- Reviews all incoming correspondence, messages and documentation. Apprises the Chief of Operations of urgent and important issues. Determines routing-for-action to senior staff, follows-up on the actions taken and provides information updates regarding subsequent developments and issues.
- Liaises with Sections/Field Offices, UN OMT and external contacts, and supports in following up on pending actions for the Chief of Operations. Advises and assists senior staff in the area of office management. Brings to the Chief of Operations attention sensitivities/issues requiring intervention/action.
- Carries out Registry functions, receives sorts and registers all correspondences and mail received via post office, pouches, couriers and emails sent to the UNICEF generic email account. Routes mail addressed to the Country Representative (CR) and Programs for screening by the CR and then distributes them to the Sections Chiefs for action. Maintains records of documents scanned for reference purpose.

EDUCATION:

Responsibilities
The incumbent will perform the following duties:
- Handle a range of issues related to criminal law as directed.
- Prepare or assist in the preparation of legal material arising from both ongoing and completed cases or in the preparation of legal documents for tracking activities. Conducts extensive legal research and analysis and prepares legal opinions and briefs on a wide range of international criminal law issues as well as studies, reports and correspondence.

Languages
English and French are the working languages of the International Residual Mechanism for Criminal Tribunals. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable.
Assessment
There may be a technical test followed by a competency-based interview.
Special Notice
The appointment is limited to the International Residual Mechanism for Criminal Tribunals. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Org. Setting and Reporting
The post is located in the Office of the Prosecutor (OTP) of the International Residual Mechanism for Criminal Tribunals (IRMCT), Arusha Branch. The incumbent will work under the direct supervision of the Officer in Charge/Senior Legal Officer and/or the Legal Officers.
Responsibilities
The incumbent will perform the following duties:
- Handle a range of issues related to criminal law as directed.
- Prepare or assist in the preparation of legal material arising from both ongoing and completed cases or in the preparation of legal documents for tracking activities. Conducts extensive legal research and analysis and prepares legal opinions and briefs on a wide range of international criminal law issues as well as studies, reports and correspondence.
- Review and analyze legal documents or other material and drafts related reports for use by the OTP.
- Carry out reviews of outstanding fugitive indictments and supporting material as directed.
- Supervise searches for disclosure material and reviews the identified material for the purposes of disclosure to the defence.
- Prepare advice to archivists on documents, the OTP evidence collection and case-related research enquiries.
- Attend court hearings and advocate before the IRMCT as required.
- Assist and support the work of the Arusha Branch as required.
- Assist and support the work of the Hague Branch as required.
- Perform other functions as directed.
Competencies

Sound knowledge of substantive and procedural national and/or international criminal law, particularly in the context of IRMCT, ICTY and/or ICTR. Ability to interpret and apply legal instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal documents and work under pressure. Education

Work Experience
Minimum of 5 years of progressively responsible relevant professional experience in criminal prosecution, including substantial experience at the international level. Relevant experience at the ICTR and/or ICTY is highly desirable.
Languages
