REPORTS TO: HEAD OF RESEARCH, MONITORING AND LEARNING

Foundation for Civil Society (FCS) seeks to contribute to a Tanzanian society where empowered and responsible citizens realize social and economic justice and an improved quality of life. Since its founding in 2002, FCS has grown into one of the largest sources of funding and ca­pacity building services to civil society organizations. FCS seeks to fill the position of Research, Monitoring, and Learning Officer who will work under the supervision of the Head of Monitoring, Evaluation, Research and Learning.

ABOUT THE ROLE

The Research, Monitoring, and Learning Officer will be responsible for maintaining a robust M & E system that generates quality information for purposes of assessing progress, making per­formance improvements and programming decisions, as well as accountability to development partners and the public. The role will entail the following:

Design: The job holder will participate in the design of the organization’s MEL frameworks and information systems for the core program and other initiatives carried out by the organization. As a grantmaking organization, this role will also ensure that MEL frameworks for all grantees are robust enough and are aligned with FCS’ programmatic outcomes. Key products that the job holder will be fully or partly responsible for include: FCS’ theory of change, theory of action, results framework, data collection tools, and a data/knowledge management system.

Implementation: The job holder will check all programmatic activities carried out within FCS for progress against set targets. She/he will also facilitate the collection of information and carry out analyses to assist the organization in its internal reflections as well as reporting. Key activities will include monitoring visits, support visits, desk review of reports, surveys, learning and reflection sessions, training assessments, research studies and others.

Other roles: The job holder will maintain effective relationships with staff, consultants and do­nors where required. From time to time, she/he will provide administrative and technical support in the implementation of activities in the MERL department.

CANDIDATE’S PROFILE:

  • Professional Background: The ideal candidate will be a mid to senior level professional in re­search, M&E and related fields with over 5 years of experience. Expertise in implementing MEL in governance, economic empowerment, gender equality and social inclusion, disability and human rights will be an added advantage.
  • Education: She/he should possess a Master’s degree in M&E, research, social sciences, public policy, international development, economics, or a related field.
  • Skills and Personal Attributes: The ideal candidate must be capable of working with dynamic datasets, programme frameworks and passionate about using advanced computer programs to analyse and present information to diverse groups of audiences. She/he will also possess strong analytical and writing skills in both English and Swahili.

Org. Setting and Reporting

This position is located in the Office of the Chief Administrative Officer, Registry, Arusha Branch under the supervision of the Chief Administrative Officer and in coordination with the Officer in Charge of the Registry of the Arusha Branch. The International Residual Mechanism for Criminal Tribunals (The Mechanism) was established by Security Council resolution 1966 (2010) to carry out a number of essential functions of the International Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda. The Mechanism has two branches, in Arusha and in The Hague.

Responsibilities

The incumbent will be responsible for coordinating and overseeing the administrative support to the Branch. Lead, oversee and coordinate the preparation and implementation of the administrative work program to ensure compatibility with work priorities and objectives. Provide input into the budget process, taking into account the most effective use of resources. Initiate and conduct studies to improve budget reporting systems and cost-effective utilization of program resources. Monitor and control budgetary allocations through regular reviews; draft routine and ad hoc outputs; and, provide effective monitoring reports and data. Identify deviations from plans and propose corrective measures. Establish, review and maintain a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control. Provide direct supervisory support to the General Services Section and act as additional reporting officer in the areas of Finance, IT, Procurement and Human Resources management. Implement and monitor support services, including procurement of supplies and services; transport and travel, engineering, facility management, provision of local utilities and general service requirements. Produce major/complex reports for management. Perform other related work as required.

Work Experience

  • Minimum of 7 years of progressively responsible experience in administration, budget, finance, procurement, facility management or related field.
  • Relevant work experience from the United Nations is desirable.
  • Must have demonstrated experience leading teams, including performance management.
  • Transactional experience in SAP is desirable.
  • Experience as a certifying officer and programme manager are desirable.
  • Experience working in the domain of international justice is desirable.

Languages

English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French or Kiswahili might be an advantage.

Assessment

There may be an assessment exercise for qualified candidates followed by a competency-based interview.

LWR is helping some of the world’s poorest communities transform from survival to sustainability, focusing on humanitarian assistance; laying the foundation for resilience; sustainable adaptation to climate change; and value-chain based long-term development. 

 

LWR, in collaboration with Ministry of Agriculture, implement the Investing in New Ventures of Entrepreneurial Students in Tanzania (INVEST) project over a three-year period from October 2017 to June 2021. The project is designed to address the challenge of agricultural training education system in Tanzania, which is disconnected from labour market demands and the challenge of incompetence of graduate on self-employment. The disconnect has led to agricultural practitioners lacking necessary competence in the labour market and self-employment. The overall goal of the project is to strengthen the long-term employment prospects of youth (male and female) in Ministry of Agriculture Training Institutes (MATIs), so they are equipped for employment upon graduation. 

 

The Ministry of Agriculture has fourteen (14) Agricultural Training institutes located in six agricultural zones namely, Eastern, Western, Southern Highlands, Southern, Lake and Northern Zone, that are responsible for implementing agricultural training to produce skilled agricultural workforce in levels of Certificate and Diploma. The current data show that more than 20,000 agricultural students at Certificate and Diploma levels have been trained through the Ministry of Agriculture Training Institutes and they offer extension service to Government and Private sector 

 

MATIs do not have a web-based system to meet the needs of academic programs (admission, registration, test taking, result access, courses, classes, lectures, timetables, library online materials, and other student self-services) and Institute management activities e.g., application and admissions, collection of tuition fees and other fees from institute projects, procurement, and stores. This absence of an online system hinders the MATIs ability to develop financial and academic reports for the Ministry and other government agencies.

 

LWR seeks to engage a knowledgeable and experienced firm to develop a web-based system for academic program and administrative activities. The firm must demonstrate capacity for integrating their solutions with other government systems (NACTE, NECTA and GePG) for exchange and validation of information.  


II. Objective

The purpose of the desired web-based technology is to develop the Management Information System for Ministry of Agriculture Training Institutes (MATI-MIS) that can be accessed online via both computers and mobile phones. The online-based system (MATI-MIS) will cater to admission needs/requirements of trainees/students as well as internal system that caters to automation of academic’s management and finances of these institutions. The proposed solution will have three components with linked flows enabling both students and institution management to perform their duties quickly and efficiently. These components are: 1) Student portal – This is the student facing interface for registration, admission, test taking, result access, online materials, and other student self-services, 2). Management Interface – For management of students and related academic information like courses, classes, lectures, timetables, library etc. This interface will also enable payment of fees by students as well as other supporting activities like Purchases and stores, 3). MATI’s Website and Real Time Dashboards.


III. SCOPE OF DEVELOPMENT OF WEB-BASED TECHNOLOGY

The scope of this project includes.


Conduct desk review of all relevant documentation for MATIs

Conduct assessment to 14 MATIs (14 MATIs are located in Mbeya, Morogoro, Mtwara, Mwanza, Bukoba, Kagera, Arusha, Kilimanjaro, Tabora and Tanga) to understand academic program and their business operation.

Based on assessment findings, develop a website for 14 websites for MATIs. Ensure a consistent visual language on the website, consistency in fonts, formatting, icons, images, layout techniques. The website should be capable of hosting discussion forums or allowing users to make comments regarding any report published on the website.

Develop a Management Information System for 14 Ministry of Agriculture Training Institutes (MATI-MIS) that can be accessed online via both computers and mobile phones for academic and administrative operation, this include 1) Student portal – this is the student facing interface for registration, admission, classes, lectures, timetables, library online materials, test taking, result access, online materials, and other student self-services, courses and 2) Institute management such as financial related activities e.g. application and admission fees, tuition fees and other collection from institute projects, procurement and stores, and perform financial and academic reports to the Ministry and other government agencies.

Develop web-based technology that will help students to use the website and select courses, as well as do their admission process and fee payment through an online portal. Also, students at the Institute will be able to access academic, administrative, and financial information though the portal

Integrate the solution with other government systems (NACTE, NECTA and GePG) for exchange and validation of information

Train teachers and administrative staff of 14 MATIs on the use of new system and provide support for smooth transition.

Provide support on a regular basis through the agreement period to facilitate a smooth transition.

Develop a user manual and deliver a webinar for the support staff and system administrators to perform content upload, system maintenance and administration.

VI. IMPLEMENTATION ARRANGEMENTS 

The duration of the consultancy will be from April to June 2021. LWR will orient the lead consultant on the scope of the work. The consultant will outline the methodology and develop tools for data collection and submit to LWR for approval. The Ministry of Agriculture and LWR will assign a person to accompany the consultants for field work. The assigned person will assist the consultants to make contacts with key informants and arrange for meetings. The consultant will provide his/her own working space, associated resources, and equipment. LWR will reimburse the actual cost incurred by the consultant for transportation, living cost (accommodation and meals) and stationaries upon submission of receipts based on the agreed rate up to defined limit established within the contract agreement.

The main contact in planning and executing the assignment will be managed by LWR Tanzania's Senior Program Manager Moses Kabogo and Ministry of Agriculture Director of Training Extension Services and Research 

The timeline for the completion of the assignment is very firm. Delays in submission of the deliverables that are not the fault of LWR will result in a reduction in the final payment to the consultant and payment will be based on satisfactory completion of deliverables.

  • At least 7 years of experience in building IT applications, experience in database management with front-end and back-end applications, and master’s degree in a relevant field. 
  • Have a strong experience in database management platforms
  • Familiarity with web security protocols including two-factor authentication
  • At least 7 years of experience in developing systems at the national level, a brief description of their objectives should be provided.
  • Experience in working with stakeholders to identify right requirements towards the final product and adjust to possible new needs.
  • Have a broad knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including use of HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java
  • Familiarity with MATIs, Ministry of Agriculture, National Council for Technical Education (NACTE), GePG, NECTA, etc
  • Have excellent knowledge of recent trends in graphic design, web sites, including online video publishing, and social media networking

Overview

Jhpiego seeks a Finance and Administration (F&A) Manager to provide financial and administrative management for an upcoming Centers for Disease Control and Prevention (CDC)/PEPFAR-funded voluntary medical male circumcision (VMMC) project in Tanzania. The project aims to contribute to the PEPFAR goal of achieving HIV epidemic control through the scale-up of quality, safe VMMC services targeting adult men and high-risk populations for HIV prevention in Tanzania. The Finance Manager will provide leadership and management support to the project to ensure expenditure is closely aligned with project implement to achieve targets.  With the goal to improve the capacity of the GoT at national, regional and district levels for long term sustainability of VMMC services in CDC supported regions, the finance manager would work closely with stakeholders to ensure project spending is tracked and incorporated into appropriate government tools and tracking. The project will work to support the Government of Tanzania in the CDC priority regions to reach males >15 years and saturate VMMC services in low coverage areas in Geita, Kagera, Mwanza, Shinyanga, Simiyu, Mara and Kigoma regions. The project will operate over a five-year period.

The F&A Manager will provide financial and administrative management, overseeing all financial, contractual, information technology, and procurement aspects of the anticipated project. S/he will ensure that the financial reports are compatible with standard accounting practices and follow Jhpiego and CDC rules and regulations.

This position is contingent upon award from CDC. Tanzania nationals are strongly encouraged to apply.

Responsibilities

  • Ensure accurate financial, contractual and administrative reporting of the project compliant with Jhpiego and CDC’s rules and regulations, and terms and conditions of the award
  • Oversee day-to-day coordination of financial activities ensuring cost efficiency and relevant controls are in place to prevent and detect fraud
  • Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks) required to assure the integrity and effective performance of financial operations and prepare monthly reports
  • Manage all sub-grants, ensuring compliance and reporting of sub-awardee, and building their capacity as needed
  • Provide financial reports, including PEPFAR Expenditure Analysis and quarterly project reports, as requested by the donor
  • Oversee project’s day-to-day cash needs, payments, procurement, contracts, sub-grants, reviewing/processing invoices, district office start-up, operation systems, policies and procedures, consultant payments
  • Provide guidance to project team members regarding the financial requirements of the project and office operations in compliance with CDC, Johns Hopkins University, and Jhpiego procedures and policies
  • Provide information and financial reports in response to GoT requests on financial project reporting and transparency
  • Lead the development, monitoring, and review of project budgets; review monthly financial analysis and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as required
  • Provide guidance, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventory
  • Facilitate the work of external audits and ensure that financial records are properly maintained and readily available during audits
  • Contribute to developing work plans and annual budgets for project activities and local office costs
  • Ensure that CDC resources are appropriately directed to project priorities and are in line with project work plans
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable results
  • Ensure that Jhpiego human resources and administrative procedures are in place for the project and staff are in compliance. These include time keeping, tracking of leave, sick days, absence, personnel employment records, and other human resources actions

Required Qualifications

  • Master’s degree in Business Administration, Public Administration, Finance, Accounting or relevant field
  • CPA/ACCA Finalist or equivalent
  • At least seven (7) years of experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects
  • At least seven (7) years providing financial planning and management, human resources and procurement for projects in Tanzania
  • Five or more years of senior-level work experience with PEPFAR or other donor-funded projects
  • Previous direct supervisory experience of professional and support staff
  • Knowledge of USG cost principles, including PEPFAR regulations, GAAP accounting rules and grants contract management
  • Demonstrated experience organizing resources and establishing priorities
  • Subcontract or sub-agreement financial management experience
  • Knowledge of financing mechanisms – contracts and grants and their relevant terms and conditions
  • Experience developing and/or implementing finance and accounting policies, procedures and systems

The project aims to contribute to the PEPFAR goal of achieving HIV epidemic control through the scale-up of quality, safe VMMC services targeting adult men and high-risk populations for HIV prevention in Tanzania. The Finance Manager will provide leadership and management support to the project to ensure expenditure is closely aligned with project implement to achieve targets.  With the goal to improve the capacity of the GoT at national, regional and district levels for long term sustainability of VMMC services in CDC supported regions, the finance manager would work closely with stakeholders to ensure project spending is tracked and incorporated into appropriate government tools and tracking. The project will work to support the Government of Tanzania in the CDC priority regions to reach males >15 years and saturate VMMC services in low coverage areas in Geita, Kagera, Mwanza, Shinyanga, Simiyu, Mara and Kigoma regions. The project will operate over a five-year period.

The F&A Manager will provide financial and administrative management, overseeing all financial, contractual, information technology, and procurement aspects of the anticipated project. S/he will ensure that the financial reports are compatible with standard accounting practices and follow Jhpiego and CDC rules and regulations.

This position is contingent upon award from CDC. Tanzania nationals are strongly encouraged to apply.

Responsibilities

  • Ensure accurate financial, contractual and administrative reporting of the project compliant with Jhpiego and CDC’s rules and regulations, and terms and conditions of the award
  • Oversee day-to-day coordination of financial activities ensuring cost efficiency and relevant controls are in place to prevent and detect fraud
  • Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks) required to assure the integrity and effective performance of financial operations and prepare monthly reports
  • Manage all sub-grants, ensuring compliance and reporting of sub-awardee, and building their capacity as needed
  • Provide financial reports, including PEPFAR Expenditure Analysis and quarterly project reports, as requested by the donor
  • Oversee project’s day-to-day cash needs, payments, procurement, contracts, sub-grants, reviewing/processing invoices, district office start-up, operation systems, policies and procedures, consultant payments
  • Provide guidance to project team members regarding the financial requirements of the project and office operations in compliance with CDC, Johns Hopkins University, and Jhpiego procedures and policies
  • Provide information and financial reports in response to GoT requests on financial project reporting and transparency
  • Lead the development, monitoring, and review of project budgets; review monthly financial analysis and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as required
  • Provide guidance, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventory
  • Facilitate the work of external audits and ensure that financial records are properly maintained and readily available during audits
  • Contribute to developing work plans and annual budgets for project activities and local office costs
  • Ensure that CDC resources are appropriately directed to project priorities and are in line with project work plans
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable results
  • Ensure that Jhpiego human resources and administrative procedures are in place for the project and staff are in compliance. These include time keeping, tracking of leave, sick days, absence, personnel employment records, and other human resources actions

Required Qualifications

  • Master’s degree in Business Administration, Public Administration, Finance, Accounting or relevant field
  • CPA/ACCA Finalist or equivalent
  • At least seven (7) years of experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects
  • At least seven (7) years providing financial planning and management, human resources and procurement for projects in Tanzania
  • Five or more years of senior-level work experience with PEPFAR or other donor-funded projects
  • Previous direct supervisory experience of professional and support staff
  • Knowledge of USG cost principles, including PEPFAR regulations, GAAP accounting rules and grants contract management
  • Demonstrated experience organizing resources and establishing priorities
  • Subcontract or sub-agreement financial management experience
  • Knowledge of financing mechanisms – contracts and grants and their relevant terms and conditions
  • Experience developing and/or implementing finance and accounting policies, procedures and systems
  • Excellent verbal, written, interpersonal, and presentation skills in English and Swahili
  • Experience hiring and supervising personnel
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Excellent skills in facilitation, team building, and coordination

Summary:

The MEL Technical Advisor supports development and implementation of Pathfinder’s Management Information System in DHIS2 at global level. They provides assistance to country office staff and projects to ensure that program monitoring and learning from routine data achieves program needs. They design and tailor data systems and integration architecture in DHIS2 and other applications. They  develop tools for data use to guide management decisions, including dashboards, data visualizations, workplans and maps. The MEL Technical Advisor develops tools for data collection, plans for and selects consultants and provides targeted training as needs arise.
