POSITION DESCRIPTION:

North Mara Gold Mine Limited is seeking to recruit a Graduate Mine Surveyor to join MRM Team. The successful candidate will be responsible for delivering all survey requirements to underground and surface mining operations where required, ensuring production survey plans are updated and executed according to short and medium-term production planning requests to achieve the mine’s short-term targets with zero injury within the guidelines of Company Standard Operating Procedures and Best Practice as well as other assigned tasks within the range of competencies. RESPONSIBILITIES:

  • Ensure the works are performed in accordance with approved Standard Operating Procedures (SOP), Supervising and coaching of Survey Technicians.
  • Participate-in and provide a strong contribution to the site safety and environment culture.
  • Setting out surveys of all engineering, geotechnical and geological designs with minimal supervision.
  • Perform Bathymetric survey of Tailing Storage Facility and other water bodies within the mine.
  • Complete other duties as required by Survey First Line Leader and or other supervisor.
  • Assist Survey Technicians as required in their day to day duties.
  • Understands mine planning and mining production requirements.
  • Perform end of month calculations and reconciliation
  • Adhere to and improve procedures and practices for mine surveying.
  • Ensure survey data is compiled into correct formats and grid reference systems.
  • Provide as-built surveys for all excavations and infrastructure.
  • Ensure data is appropriately and safely stored in data bases and filing systems.
  • Responsible for continuously updating underground and open cut mining plans to meet statutory requirements.
  • Manage systems for the lay out and maintenance of survey reference marks both on the surface and underground, for the control of drilling, development, services and production activities.
  • Check and control Survey equipment to ensure effectiveness and optimal utilization
  • Develop protocol for the auditing of survey activities undertaken by the Survey Technicians.
  • Provide effective on-the-job training and coaching downwards so as to ensure survey technicians gain new skills and attain their maximum potential.
  • Ensure that all survey equipment is kept in serviceable condition by carrying out regular checks, and performing user allowed adjustments.Fulfill the role of Mine Surveyor during his/her absence.

QUALIFICATION REQUIREMENTS:

Degree in Geomatics or Land Surveying.

EXPERIENCE REQUIREMENTS:

  • At least 1 year experience as a Graduate Mine Surveyor.
  • Practical experience in mining environment preferable in Underground
  • Excellent safety record.

SKILLS / KNOWLEDGE REQUIREMENTS:

  • A strong knowledge of surveying principles.
  • Familiarity with modern surveying equipment such Trimble GNSS receivers and Total Station, Leica Total Station, optical level and plummets Boretrack, and Cavity Monitoring System scanner.
  • Basic knowledge of Mining Software such as Surpac, Vulcan, Datamine, AutoCAD and Microsoft Office package.
  • Possession of current and valid Tanzania driving license.

Main Tasks

Duties & Responsibilities

  • Capitalize on emerging funding opportunities by developing proposal components related to the CRRI implementation sites in Tanzania
  • Develop notes and briefings for potential partners based on emerging discussions and evolving partnerships

Job Description

As Regional Emergency Director (RED), you will provide strategic and operational leadership to building emergency response capacity and implementing high quality responses in the Great Lakes Region. In close collaboration with technical and operational counterparts, you will advise and guide decision making for Country, Regional and Emergency and Humanitarian Action Unit (EHAU) leadership around where, when, and how IRC will build capacity and respond to emergencies and you will coordinate and lead support to emergency responders at country level. You will be responsible for ensuring that IRC’s work on emergency capacity strengthening, preparedness and response meet both IRC’s and international standards.

The RED is a senior position within regional and EHAU management teams. In this role, you are responsible for assuring quality of IRC’s emergency response and preparedness activities within their region. A central component of this role is to facilitate collaboration and coordination between country, regional and EHAU technical and operational counterparts, assuring cohesive and connected support to country programs.

Responsibilities

1. Response Management (approximately 40% of time): The RED will lead the regional and HQ support for emergency response management led by countries within your region. With support from regional and EHAU leadership, and in collaboration with country teams, you will coordinate resources, guide strategy, and serve as the primary support for emergency responders. This includes: 

  • Ensure the timely planning and implementation of contextualized emergency responses, which are aligned with IRC standards, policies, and global best practice.
  • Promote and support high-quality emergency needs assessments to inform response decisions and strategies.
  • Promote decisions and strategy development that are informed by analysis of humanitarian context. 
  • Advise go, no-go response decisions, provide guidance and sign-off on response strategies. 
  • Advise and support on securing funding opportunities, donor compliance, and donor engagement to execute response strategies. 
  • Coordinate technical, operational, financial, and human resources to support response activities. 
  • Lead on response evaluation, information sharing and knowledge management around emergency responses to promote learning within and across regions.
  • Deploy as needed to lead emergency responses e.g. for start-up, for large or particularly complex responses, or as a gap fill in ongoing responses. 
  • Support deployed EHAU Emergency Country Directors and Team Leads, e.g. through sharing of contextual knowledge, coordination, information sharing with regional colleagues, facilitation of donor conversations, strategic guidance etc.& security inputs and support to emergency responses.
  • Support Emergency Response team-led (ERT) responses as needed.
  • Collaboratively work with country programs and EHAU to ensure smooth management and operational transition to country programs after response.

2. Emergency Preparedness and Capacity Strengthening (approximately 40% of time): The RED will be the lead for coordination and implementation of emergency preparedness and capacity strengthening initiatives. This includes: 

  • Support development of an overarching IRC global emergency capacity building and preparedness framework.
  • Using IRC’s global framework, lead the development of a region-specific plan for emergency capacity building.
  • Assure the quality implementation of the regional plan by providing direct support and coordinating with technical and operational counterparts within country, regional and EHAU teams.
  • Lead in measuring and tracking progress against preparedness and capacity goals, information sharing and knowledge management to promote learning within and across regions.
  • Coordinate the provision of mentorship from various functional areas to CPs, including direct deployment to build emergency capacity/readiness as required.
  • Support country programs to achieve partnership objectives by providing capacity strengthening to partners in areas related to emergency preparedness and response. 

3.Strategic Leadership (approximately 20% of time): In support of regional and organizational priorities the RED will:

  • Serve as the primary focal point in the region to coordinate across relevant technical units, country teams and partners to drive our efforts to strengthen capacity, competencies and to grow the impact of DRR, DP and Resilience programming across the region. 
  • Assure effective community of practice and learning across the IRC country teams in the region to information, share learning, build on strengths, and support continuous improvement.
  •  Ensure that the IRC remains responsive to emerging humanitarian issues and maintains its position as a leading humanitarian agency.
  •  Oversee the process to identify and monitor the regional humanitarian environment against key indicators and provide regular updates on the regional situation to EHAU, regional and country program leadership.
  • Represent the IRC in relevant humanitarian meetings, fora and workshops at regional level, ensuring collaboration with other humanitarian agencies, the UN, etc. and coordinate information sharing on current and emerging humanitarian methodologies, approaches, techniques and policies.
  • Act as focal point for emergency-related crisis analysis.

Key Working Relationships and Accountability 

Position Reports to: The RED will report to the Deputy Regional Director and the Director of Delivery EHAU, through a management in partnership relationship.

Position supervises:  Emergency Focal Person in Country Programs (Management in Partnership) where relevant.

Works closely with: Country Program Senior Management Teams, Regional Senior Management Teams and the Emergencies and Humanitarian Action Unit Response Management Team. 

Qualifications

  • A leader with specific geographic experience in delivering complex humanitarian emergency preparedness and response programs within the Great Lakes Region.
  •  A professional with substantial experience in senior (regional) management roles and dynamic levels of responsibility.
  • Extensive lived experience and deep understanding of the Great Lakes Regional context.

In this role, you are responsible for assuring quality of IRC’s emergency response and preparedness activities within their region. A central component of this role is to facilitate collaboration and coordination between country, regional and EHAU technical and operational counterparts, assuring cohesive and connected support to country programs.

Responsibilities

1. Response Management (approximately 40% of time): The RED will lead the regional and HQ support for emergency response management led by countries within your region. With support from regional and EHAU leadership, and in collaboration with country teams, you will coordinate resources, guide strategy, and serve as the primary support for emergency responders. This includes: 

  • Ensure the timely planning and implementation of contextualized emergency responses, which are aligned with IRC standards, policies, and global best practice.
  • Promote and support high-quality emergency needs assessments to inform response decisions and strategies.
  • Promote decisions and strategy development that are informed by analysis of humanitarian context. 
  • Advise go, no-go response decisions, provide guidance and sign-off on response strategies. 
  • Advise and support on securing funding opportunities, donor compliance, and donor engagement to execute response strategies. 
  • Coordinate technical, operational, financial, and human resources to support response activities. 
  • Lead on response evaluation, information sharing and knowledge management around emergency responses to promote learning within and across regions.
  • Deploy as needed to lead emergency responses e.g. for start-up, for large or particularly complex responses, or as a gap fill in ongoing responses. 
  • Support deployed EHAU Emergency Country Directors and Team Leads, e.g. through sharing of contextual knowledge, coordination, information sharing with regional colleagues, facilitation of donor conversations, strategic guidance etc.& security inputs and support to emergency responses.
  • Support Emergency Response team-led (ERT) responses as needed.
  • Collaboratively work with country programs and EHAU to ensure smooth management and operational transition to country programs after response.

2. Emergency Preparedness and Capacity Strengthening (approximately 40% of time): The RED will be the lead for coordination and implementation of emergency preparedness and capacity strengthening initiatives. This includes: 

  • Support development of an overarching IRC global emergency capacity building and preparedness framework.
  • Using IRC’s global framework, lead the development of a region-specific plan for emergency capacity building.
  • Assure the quality implementation of the regional plan by providing direct support and coordinating with technical and operational counterparts within country, regional and EHAU teams.
  • Lead in measuring and tracking progress against preparedness and capacity goals, information sharing and knowledge management to promote learning within and across regions.
  • Coordinate the provision of mentorship from various functional areas to CPs, including direct deployment to build emergency capacity/readiness as required.
  • Support country programs to achieve partnership objectives by providing capacity strengthening to partners in areas related to emergency preparedness and response. 

3.Strategic Leadership (approximately 20% of time): In support of regional and organizational priorities the RED will:

  • Serve as the primary focal point in the region to coordinate across relevant technical units, country teams and partners to drive our efforts to strengthen capacity, competencies and to grow the impact of DRR, DP and Resilience programming across the region. 
  • Assure effective community of practice and learning across the IRC country teams in the region to information, share learning, build on strengths, and support continuous improvement.
  •  Ensure that the IRC remains responsive to emerging humanitarian issues and maintains its position as a leading humanitarian agency.
  •  Oversee the process to identify and monitor the regional humanitarian environment against key indicators and provide regular updates on the regional situation to EHAU, regional and country program leadership.
  • Represent the IRC in relevant humanitarian meetings, fora and workshops at regional level, ensuring collaboration with other humanitarian agencies, the UN, etc. and coordinate information sharing on current and emerging humanitarian methodologies, approaches, techniques and policies.
  • Act as focal point for emergency-related crisis analysis.

Key Working Relationships and Accountability 

Position Reports to: The RED will report to the Deputy Regional Director and the Director of Delivery EHAU, through a management in partnership relationship.

Position supervises:  Emergency Focal Person in Country Programs (Management in Partnership) where relevant.

Works closely with: Country Program Senior Management Teams, Regional Senior Management Teams and the Emergencies and Humanitarian Action Unit Response Management Team.

Responsibilities

Within delegated authority the incumbent will be responsible for the following duties:

  • Serves as a senior procurement and contracting expert with responsibility for the supervision of a geographically separated team (located in Arusha, Tanzania and The Hague, Netherlands) carrying out international procurement of a wide variety of supplies and services associated with complex (technically and legally) contracts and procurement activities, in accordance with the UN established procurement procedures and the UN Financial Rules and Regulations.

ABOUT THE ROLE

The Research, Monitoring, and Learning Officer will be responsible for maintaining a robust M & E system that generates quality information for purposes of assessing progress, making per­formance improvements and programming decisions, as well as accountability to development partners and the public. The role will entail the following:

Design: The job holder will participate in the design of the organization’s MEL frameworks and information systems for the core program and other initiatives carried out by the organization. As a grantmaking organization, this role will also ensure that MEL frameworks for all grantees are robust enough and are aligned with FCS’ programmatic outcomes. Key products that the job holder will be fully or partly responsible for include: FCS’ theory of change, theory of action, results framework, data collection tools, and a data/knowledge management system.

Implementation: The job holder will check all programmatic activities carried out within FCS for progress against set targets. She/he will also facilitate the collection of information and carry out analyses to assist the organization in its internal reflections as well as reporting. Key activities will include monitoring visits, support visits, desk review of reports, surveys, learning and reflection sessions, training assessments, research studies and others.

Other roles: The job holder will maintain effective relationships with staff, consultants and do­nors where required. From time to time, she/he will provide administrative and technical support in the implementation of activities in the MERL department.

CANDIDATE’S PROFILE:

  • Professional Background: The ideal candidate will be a mid to senior level professional in re­search, M&E and related fields with over 5 years of experience. Expertise in implementing MEL in governance, economic empowerment, gender equality and social inclusion, disability and human rights will be an added advantage.
  • Education: She/he should possess a Master’s degree in M&E, research, social sciences, public policy, international development, economics, or a related field.

The International Residual Mechanism for Criminal Tribunals (The Mechanism) was established by Security Council resolution 1966 (2010) to carry out a number of essential functions of the International Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda. The Mechanism has two branches, in Arusha and in The Hague.

Responsibilities

The incumbent will be responsible for coordinating and overseeing the administrative support to the Branch. Lead, oversee and coordinate the preparation and implementation of the administrative work program to ensure compatibility with work priorities and objectives. Provide input into the budget process, taking into account the most effective use of resources. Initiate and conduct studies to improve budget reporting systems and cost-effective utilization of program resources. Monitor and control budgetary allocations through regular reviews; draft routine and ad hoc outputs; and, provide effective monitoring reports and data. Org. Setting and Reporting

This position is located in the Arusha branch of the Mechanism. The incumbent reports to the Chief Administrative Officer.

Responsibilities

Within delegated authority the incumbent will be responsible for the following duties:

  • Serves as a senior procurement and contracting expert with responsibility for the supervision of a geographically separated team (located in Arusha, Tanzania and The Hague, Netherlands) carrying out international procurement of a wide variety of supplies and services associated with complex (technically and legally) contracts and procurement activities, in accordance with the UN established procurement procedures and the UN Financial Rules and Regulations.
  • Plans, develops and manages the procurement activities for the Mechanism (Arusha and Hague Branches, Kigali and Sarajevo Field Offices).
  • Provides policy procurement guidance and technical advice on procurement strategic activities to all levels of officials during all phases of the procurement cycle.
  • Analyzes, evaluates and assigns procurement requests and ensures that technical specifications are thorough in terms of completeness; also ensures the use of appropriate evaluation criteria in accordance with best value for money policies.Develops and prepares complex contracts for procurement of non-routine and complex commodities services; issues international tender invitations; makes recommendations for finalization of purchases and award of contracts; signs procurement orders up to the delegated threshold, and, in cases where the amount exceeds the threshold, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official.
  • Where required, develops new strategic and tactical approaches to contracts, as well as new methods for their application, based on market research.
  • Works in tandem with requisitioning entities for procurement planning, to develop effective procurement strategies and prioritises/coordinates contending procurement projects.
  • Contributes to development of institutional procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity, etc.
  • Supervises the identification of potential suppliers. Approves Source Selection Plan for formal procurement cases.
  • Establishes approaches for negotiations and conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.
  • May carry out consultancy missions to the field.
  • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate.
  • Carries out administrative tasks necessary for the functioning of the Unit, including preparation of budgets, assigning and monitoring the performance parameters and critical indicators, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates; recruits staff taking due account of geographical and gender balance and other institutional directives.
  • Participates in international, regional or national meetings on procurement and provides programmatic/substantive expertise on issues; holds organizational discussions with representatives of other institutions.
  • Perform other related work, as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, commerce, audit, procurement, law, or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Procurement certification, such as UK CIPS (at least level 3), US ISM CPM, CPSM or equivalent is mandatory.

Work Experience

  • A minimum of seven (7) years of progressively responsible experience in procurement, contract management, or related area is required, with a proven record of handling complex procurement evaluation and tendering processes is required.
  • Previous experience with procurement within the United Nations is highly desirable.
  • Experience with SAP enterprise resource management systems (such as Umoja) is highly desirable.
  • Experience in team management, especially across multiple locations is desirable.
  • Experience in working with senior management is desirable.
  • Procurement certification, such as UK CIPS (at least level 3), US ISM CPM, CPSM or equivalent is mandatory.

Languages

English and French are the working languages of the Mechanism. Fluency in English (both oral and written) is required; knowledge of French, Dutch and/or Swahili may be an advantage.

Foundation for Civil Society (FCS) seeks to contribute to a Tanzanian society where empowered and responsible citizens realize social and economic justice and an improved quality of life. Since its founding in 2002, FCS has grown into one of the largest sources of funding and ca­pacity building services to civil society organizations. FCS seeks to fill the position of Research, Monitoring, and Learning Officer who will work under the supervision of the Head of Monitoring, Evaluation, Research and Learning.

ABOUT THE ROLE

The Research, Monitoring, and Learning Officer will be responsible for maintaining a robust M & E system that generates quality information for purposes of assessing progress, making per­formance improvements and programming decisions, as well as accountability to development partners and the public. The role will entail the following:

Design: The job holder will participate in the design of the organization’s MEL frameworks and information systems for the core program and other initiatives carried out by the organization. As a grantmaking organization, this role will also ensure that MEL frameworks for all grantees are robust enough and are aligned with FCS’ programmatic outcomes. Key products that the job holder will be fully or partly responsible for include: FCS’ theory of change, theory of action, results framework, data collection tools, and a data/knowledge management system.

Implementation: The job holder will check all programmatic activities carried out within FCS for progress against set targets. She/he will also facilitate the collection of information and carry out analyses to assist the organization in its internal reflections as well as reporting. Key activities will include monitoring visits, support visits, desk review of reports, surveys, learning and reflection sessions, training assessments, research studies and others.

Other roles: The job holder will maintain effective relationships with staff, consultants and do­nors where required. From time to time, she/he will provide administrative and technical support in the implementation of activities in the MERL department.

CANDIDATE’S PROFILE:

  • Professional Background: The ideal candidate will be a mid to senior level professional in re­search, M&E and related fields with over 5 years of experience. Expertise in implementing MEL in governance, economic empowerment, gender equality and social inclusion, disability and human rights will be an added advantage.
  • Education: She/he should possess a Master’s degree in M&E, research, social sciences, public policy, international development, economics, or a related field.
  • Skills and Personal Attributes: The ideal candidate must be capable of working with dynamic datasets, programme frameworks and passionate about using advanced computer programs to analyse and present information to diverse groups of audiences. She/he will also possess strong analytical and writing skills in both English and Swahili.
