Duties and Responsibilities:
- Maintain current inventory records of computer hardware, software and related components and their status
- Documentation of problems, work activities, configuration data (system data) and maintaining of pc working knowledge
- Ensure and maintain internal I.T. security as it relates to restricted user access to network files and folders, password complexity of user, general IT security guidelines
- Ensure that users are only accessing the bank infrastructure through their assigned devices / network links (no wireless, mobile or other connections not authorized by AMBT)
- Awareness of the Administration manual and use it as the guidance on daily activities
- Ensure awareness of functioning of Fire alarms, Motion detection and panic button and organize testing quarterly and make sure that branch staff are aware of the alarm systems and are ready to use/or react to them when needed
- Ensure re-order level in order to make sure that all items are available and services are not affected by lack of stock
- Administer CCTV through making sure that: 1.Images are of good quality 2. Can be retrieved on demand 3. Back-up for up to one year are available
- Ensure that documentation of all fixed asset in the branch and their exact locations
- Ensure that copies of all assets moving to/from her/his branch to be kept properly
- Ensure petty cash procedures are followed and keeps proper records for all petty cash usage
- Administer bill payments and proper usage of power i.e. no un-used lights and power points are left on closure of office
- Supervises and sees the servicing of A/C (quarterly), fire extinguisher and fumigation (twice a year) are done as required, and record are kept properly
- Keeps signs of exit doors and the staff are well aware of exist procedure during emergency. The key of the exit door should be placed such that staff can use it during emergency
- Ensure general up-keep and cleanliness of the bank and its premises; supervising day to day activities of cleaners, messengers and drivers and reports to Administration Manager any problems related to work performance
- Sets up new PCs, incorporates appropriate hardware and software into new systems, tests new hardware components and software applications
- Operating and maintaining desktop computer hardware and software of various computer systems (PC, printers and peripheral equipment)
- Assist in network maintenance and management for local and remote servers and provide support for PBX systems, devices and applications
- Ensure continuity of banking operations
- Ensure proper monitoring of periodical IT reports within the department
- Installs, modifies, and makes repairs to microcomputer hardware and software systems and provides technical assistance to end users in operation of hardware and software
Requirements and Baseline Skills
- Knowledge of Software Office 2007,2010,2013 (incl. outlook mail client), operating systems (e.g. Windows 2003,2008,2008 R2,2012), Browser (e.g. Internet Explorer) and other Microsoft applications
- Knowledge of PC and server hardware (system with all peripheral equipment including but not limited to laptops, notebooks and printers) with knowledge of common Microsoft applications

- Minimum two years’ experience in a directly related position

The Childcare giver will provide play learning facilitation and supervision to Day Care Center designated for him/her in ECD-BRAC Enterprise Program in liaison with other program staff to ensure that the program’s objectives and results are achieved according to the agreed standards and will be accountable for daily children’s performance, supervision, and the quality of the center on ensuring equitable learning and outcomes for the children.
KEY RESPONSIBILITIES:
- Providing care for children aged three to five years.

Security Risk Manager
This position is primarily responsible for supporting, implementing and ensuring the systematic application of safety and security risk management policies and procedures for all CWS Africa operational areas in the Tanzania. The Security Risk Manager will compile and draft Weekly Regional Security Updates, conduct international staff residential surveys, analyse and complete security assessments of ongoing activities in Tanzania, as well as ensure proper documentation and filling of security electronic and physical files. This position will act as the primary safety and security focal point in daily operations in the country. This position will liaise closely with the Staff Security Coordinator in Nairobi, Kenya.
Supervision
This position reports directly to the Country Manager based in Dar es Salaam with indirect oversight from the Staff Security Coordinator based in Nairobi, Kenya.
Essential Duties
Management
Develops and periodically review security plans and standard operating procedures in areas of operation.
Maintains up-to-date information of staff movement in multiple locations.
Requests security guards’ deployment, oversees performance of the contracted security guards in all site offices in Tanzania and conducts regular Pre-departure and on-arrival security briefings.
Organizes, trains, and coordinates Floor Wardens in line with CWS Safety and Security Manual.
Periodically conducts drills to assess level and efficiency organization issued resources in an emergency response including testing of the panic button, phone tree and the SMS blast.
Collects, updates and communicates information regarding the security situation in areas of operation using existing CWS security manual guidelines.
Coordinates and liaises with the Kasulu Administration Supervisor and the relevant admin staff in other CWS site offices in Tanzania on servicing of fire extinguishers and first aid boxes to ensure that offices are safety and security compliant.
Conducts in-house periodic motor vehicle inspections to ascertain validity of Insurance and Inspections.
Conducts international staff residential security site assessments as requested, and advises staff on the findings.
Conducts evacuation & lockdown drills using CWS security manual guidelines in line with the Tanzania Security plan specific response guidelines, and conduct an after action review.
Attends regional security meetings in areas of operation/OSHA meetings, prepares and follows-up on action plans arising from such meetings that pertain to staff security, including taking minutes of the proceedings.
Periodically reviews Tanzania Security Risk Management matrix including update of the risk mitigation measures as situation evolves, and updates the Staff Security Coordinator and the Country Manager on findings with recommendations.
Ensures proper documentation and filling of security electronic and physical files.
Conducts national staff background checks with the relevant authorities as well as academic institutions, as required.
Conducts security site assessments of work and accommodation sites using CWS Minimum Operating Security Standards (MOSS) for site assessments.
Conducts periodic field audits of security conditions and implementation of security procedures and field worksites’ assessments and surveys for new sites.
Provides security expertise to CWS and supports management in crisis security situations in the area(s) of operation.
Serves as a focal point for communications on security matters with CWS / RSC Africa staff when deployed to field locations in Tanzania.
Analyzes, processes and follows up on all security-related Incident Reports from the staff.
Develops and reviews plans for emergency relocation and evacuation.
Develops and maintains good working relationships with the host country Government, Local law enforcement agencies, UN Agencies, Diplomatic missions, NGOs, ACT Partners and US Embassy Tanzania security office.
Monitoring and reporting
Monitors and reports on security conditions in Tanzania, assesses threats to CWS staff and partners, and provides staff advice to manage risk.
Compiles and issues Weekly Regional Security updates including the dissemination of INSO Monthly Reports to the Staff Security Coordinator in Nairobi and the Country Manager in Dar es Salaam.
Continuously monitors surveillance cameras, ensures they are operational and in compliance with donor requirements, working closely with the IT team to ensure surveillance systems are up and running.
Security Briefings
Schedules and conducts pre-departure security briefings to all CWS traveling staff.
Provides security orientation/briefing to all new staff and visitors in Tanzania within 24 hours of their arrival.
Trainings
Provides security and refresher trainings to all floor wardens using existing CWS Security manual.
Trains all new staff on safety and security procedures and provide periodic refresher training to regular staff.
Conducts security trainings for CWS Tanzania staff as needed.
Other functions
Other duties that may be assigned to enhance the quality and efficiency of CWS/RSC Africa security policy and procedures including general operations.
Education:
Bachelor’s Degree in a security, humanitarian, development, discipline or related field is required.
Experience:
- Eight (8) years of paid work experience is required.
- Four (4) years of security management experience required
- Experience in conducting security risk assessments required.
- Experience in compiling and drafting security reports including incident reporting is required.
- Experience in coordinating response to security emergencies required.
- Previous experience working with similar INGO or humanitarian agency for at least two (2) years is preferred.
Knowledge/Skills:
- Demonstrated knowledge of OSHA and other international NGO security frameworks.
- Sensitivity to gender and cultural issues.
- Excellent communications skills, with fluency in written and spoken English.
- Working knowledge of French or Arabic is also desirable.
- Writing skills test may be requested.
- Excellent organizational and time management skills.

Environmental: Incumbents in this position will be exposed to travel to remote locations.
Special Requirements: Police Clearance Certificate issued within the last one year (12 months) is required before the start of employment.
A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. Education:

- Foster a functional interface between MEAL and Project teams for data quality, systems for reflection, interpretation and action planning.
- Oversee a monitoring system that provides timely and accurate project results by embedding MEAL across program implementation. This requires ensuring effective collaboration across MEAL staff, Technical Specialists, Technical Advisors and program implementation teams to develop logframes, indicators, implementation plans, quality benchmarks, monitoring and evaluation frameworks and related tools.
- Identify concrete systems and mechanisms to cultivate a culture of learning, reflection and continuous improvement and provide leadership to ensure their uptake and roll out across SC in Tanzania.
- Define and pursue Country Program and project-specific learning agendas and ensure the research, evaluation and policy work of the Country Program contributes to generation of evidence for development and improvement of Common Approaches, sound decision-making and policy influencing internally and externally.
- Lead programme quality improvements by monitoring and improving Program KPI performance, including resourcing and conducting high-quality evaluations to demonstrate outcomes and impact and ensuring that accountability mechanisms are in place for all projects so that identified actions are resolved, with critical issues escalated to senior management.
Advocacy, Campaigns, Media and External Representation (5%)
- Work with the Advocacy and Campaigns Manager to develop and execute of the Country Program advocacy strategy and annual plans that link to the CSP.
- Represent Save the Children externally as part of advocacy and networking, including with high level government officials, donors, civil society actors, partners, and other stakeholders to build relationships to facilitate achievement of CSP strategic goals and success of our projects for children.
- Work closely with the communications team to develop and implement media strategies to support Save the Children’s visibility and achievement of the CSP and Campaign objectives.

- Provide leadership, strategic vision and direction to the Tanzania Country Program by leading the development/updating of the Country Strategy Plan (CSP) that is in line with the global strategy, Ambition 2030, with child rights at the core of all programming and advocacy work.
- Lead the development/updating of the Child Rights Situation Analysis, including analysis of country context and taking into account child rights principles, ensuring participation and buy-in from all relevant staff, partners and other stakeholders as necessary
- Provide leadership on development of the Country Annual Plan, monitoring of progress against the plan, and completion of accurate, on-time Country Annual Report of outcomes and impact for children, aligned with the Global Results Framework.
- Facilitate the development and pursuit of thematic and cross-cutting strategic priorities in line with the CSP, including gender equality, to guide current and future SC programming and Humanitarian Strategies.
- Support ownership and commitment to the Country Office strategy by all staff and departments through clear communication, regular feedback on progress and engagement of all functions in updates.
- Participate in global discussions and working groups to represent country office, and the voice of children, in strategy design and policy development.
- Support change processes and roll-out new ways of working to improve achievement of the CSP.
Program Design and Development (30%)
- In coordination with the Awards Management Team, review and position for opportunities that will drive the CSP.
- In consultation with the Country Director and Members, ensure technical engagement with donors to pre-position and prepare for opportunities, and engage in strategic positioning work directly as appropriate and pursue strategic priorities in programming and advocacy.
- Play a leading role in designing proposals, including:
- Alignment with our strategy and SC’s Theory of Change – innovating, building on and generating evidence, identifying strategic ways of partnering; supporting broader change in policy and practice
- Engaging Technical Specialists and program staff to ensure high quality, evidence-based designs that draw on needs assessments, learning from past programs and child safeguarding principles;
- Ensuring partners are identified and appropriately engaged in program design, linking with Operations and Awards teams as need be for assessments, especially to strengthen gender sensitivity at design stage;
- Ensuring proposal designs and their budgets include robust MEAL plans that are aligned with the Global Results Framework (and therefore advance towards our Breakthroughs), incorporate Common Approaches as relevant, and build in critical learning questions.
- Ensuring the project budget will enable the project to be delivered as designed.
- Incorporating child and community participation into design, as relevant.
Program Quality and Program Technical Excellence (20%)
- Build and lead a team of program technical specialists needed to successfully deliver against the CSP and Theory of Change, and maintain working relationships with SC global, Member and regional technical advisors, procuring technical support as needed to support program and advocacy efforts, including during Emergencies.
- Ensure that Technical Specialists engage in larger communities of practice within and external to Save the Children, to link with the most relevant and evidence-based approaches (including Common Approaches).
- Ensure that child safeguarding and safe programming is embedded in program design and considered throughout implementation to ensure that we do all we can to ensure children in our programs are safe, in line with our child safeguarding policy.
- Ensure that program design and implementation addresses cross-cutting issues (gender, disability, resilience) and is responsive in a humanitarian context.
- Ensure that appropriate systems are in place to establish and maintain thematic coherence and cross-thematic integration around our strategic priorities (working groups, communications streams, etc).
- Ensure the country program delivers high quality, multi-sectoral programming in both development and humanitarian contexts (as appropriate), and responds to identified gaps, drawing on both internal and external resources to foster learning and continuous improvement.
- Monitor and advance technical and operational quality of programmes, including conducting regular field visits to provide feedback on quality benchmarks, soliciting inputs for design of new programs and collecting ideas for innovation.
- Work closely with the Director of Program Operations and Head of Awards to ensure Quality Framework standards are met, Key Performance Indicators improved, and procedures are followed throughout the project cycle and across the portfolio.
- Ensure technical specialists proactively and regularly communicate planned requirements for program design, learning and implementation to relevant CO departments/functions, and actively engage and participate in national dialogue, working groups and with thematic stakeholders and partners.
Monitoring, Evaluation, Accountability, Learning (MEAL) and Knowledge management (15%)
- Foster a functional interface between MEAL and Project teams for data quality, systems for reflection, interpretation and action planning.
- Oversee a monitoring system that provides timely and accurate project results by embedding MEAL across program implementation. This requires ensuring effective collaboration across MEAL staff, Technical Specialists, Technical Advisors and program implementation teams to develop logframes, indicators, implementation plans, quality benchmarks, monitoring and evaluation frameworks and related tools.
- Identify concrete systems and mechanisms to cultivate a culture of learning, reflection and continuous improvement and provide leadership to ensure their uptake and roll out across SC in Tanzania.
- Define and pursue Country Program and project-specific learning agendas and ensure the research, evaluation and policy work of the Country Program contributes to generation of evidence for development and improvement of Common Approaches, sound decision-making and policy influencing internally and externally.
- Lead programme quality improvements by monitoring and improving Program KPI performance, including resourcing and conducting high-quality evaluations to demonstrate outcomes and impact and ensuring that accountability mechanisms are in place for all projects so that identified actions are resolved, with critical issues escalated to senior management.
Advocacy, Campaigns, Media and External Representation (5%)
- Work with the Advocacy and Campaigns Manager to develop and execute of the Country Program advocacy strategy and annual plans that link to the CSP.
- Represent Save the Children externally as part of advocacy and networking, including with high level government officials, donors, civil society actors, partners, and other stakeholders to build relationships to facilitate achievement of CSP strategic goals and success of our projects for children.
- Work closely with the communications team to develop and implement media strategies to support Save the Children’s visibility and achievement of the CSP and Campaign objectives.
- Mentor thematic team members in building their advocacy and representation skills, and provide coaching around specific events/ issues.
Team management, Mentorship, and Development (10%)
- Ensure appropriate staffing of Program Development and Quality team, and engagement of additional technical support when needed to deliver quality project design and delivery.
- Ensure that all PDQ staff understand and are able to perform their role in delivering first-class, quality programs for children in both development and emergency contexts through effective on-boarding and clear work plans.
- Manage individual and team performance using principles of leadership agility, and Save the Children’s performance management system.
- Ensure that staff proactively build and maintain technical, managerial and leadership skills, including competencies in child rights programming, child safeguarding and Common Approaches, providing coaching opportunities when needed.
- Establish and maintain a culture of teamwork, participation, and accountability, including regular team and individual meetings, mechanisms for cross department coordination and collaboration, and norms and practices that are results driven.
Qualifications and Experience
EDUCATION
Masters degree or its equivalent in years of experience in relevant social sciences, development studies, human rights or other relevant sector
EXPERIENCES (number of years- basic, specialist, Professional, Professional +specialist)
- Minimum of seven years progressive senior management and/ or development experience, including experience designing and implementing programs for children
- Experience in one or more of the Save the Children priority sectors: education, protection, child rights governance, child poverty, health and nutrition, and emergencies.
- Proven excellence in leading a team, being a team player, and leadership in an international organisation.
- An appreciation and understanding of how to manoeuvre in a context of shrinking space for civil society, ensuring Save the Children’s integrity and child rights are not compromised

ESSENTIAL FUNCTIONS
The Talent Acquisition Specialist is responsible for administering and maintaining HR systems, programs, procedures and plans according to HR policies and will provide assistance to all levels of personnel on HR-related issues and requests within the TNC Africa Business Unit. This position provides support to the People Learning and Development manager and maintains a high degree of confidentiality and a strong customer service focus. Using their specialized knowledge, the Talent Acquisition Specialist will deal with customers with high level of maturity, tact, and diplomacy. Their key role is to oversee our full cycle recruiting processes and reinforce Africa Busines Unit’s policy on talent acquisition, assessment, and interviewing, which includes employee planning and sourcing processes, serve as the BU focal person on recruitments, onboarding and contracting.
