Job Title: Volunteer HIV Tester (58 Posts)

Reports to: Facility In-charge

Duties and Responsibilities:

  • Creating awareness and education on the existence of HIV Testing Services (HTS) i.e. educating clients on all aspects of HIV diseases and treatment management as well as basic health lifestyles.
  • Serving as liaison between clinicians/clinics, individuals screened and care centers.
  • Providing counseling and testing while maintaining confidentiality and patient rights, provide psychosocial support and assist with referral and linkages.
  • Assessing and documenting all referrals, making follow-up and report on referral outcomes.
  • Monitoring the quality (QA/QC) of test kits by control materials/samples from laboratory department.
  • Ensuring safe storage of HTS related items and to request/prepare all the necessary consumables for HTS services.
  • Compiling and submitting HTS reports on weekly, monthly and quarterly to HTS coordinators.
  • Keeping accurate HTS and referral/linkage records (logbooks, registers, reports).
  • Working with team member to monitor quality improvement plans with regards to the established performance targets/indicators.
  • Ensuring HIV testing is performed according to the National HIV Testing algorithm.
  • Participating fully in National EQA program for HIV rapid test.
  • Performing any other duties as may be required by the clinical team.

Requirements: Education, Work experience and Skills

  • Diploma in Medicine, Nursing or other related health field.
  • Must have a valid license of practice (Certificate for HIV testing is an added advantage).
  • At least three (3) years’ experience in HIV/AIDS care and treatment services 4. Ability to work both individually and as part of a team with minimal supervision.
  • Ability to communicate fluently in both English and Kiswahili.
  • Ability to maintains confidentiality in all aspects

Development gains are increasingly at risk from a number of pressures, including climate change. In specific locales around the globe, adverse changes are already being observed in the amount, intensity, frequency and type of precipitation, resulting in drought, floods and tropical storms. Disaster risk is growing as a result of unplanned urbanization, persistent poverty and ecosystem degradation. These risk drivers will be exacerbated by climate change. Losses from climate-related hazards are rising and currently account for about 100 billion dollars per year (Munich Re, 2007). Changes in the climate threaten to undermine the resilience of poorer countries and their citizens to absorb loss and recover from disaster impacts, such as through decreases in agricultural productivity, water and energy stress, and increasing incidence of disease. This combination of increasing hazard risk and decreasing resilience makes climate change a global driver of disaster risk that will increase the impact of disasters on the poor. Such circumstances have exceedingly increased the importance insurance services as one of the prominent risk management tools.

The collaboration between the insurance industry and the development sector has grown significantly over the last five years. Key initiatives, such as the Insurance Development Forum, InsuResilience Global Partnership and the Ocean Risk and Resilience Action Alliance, have evolved into significant policy and standard setting partnerships, bringing together countries, the development sector, and the private and mutual/cooperative sectors of industry. Increasingly, these partnerships are moving beyond policy to programming, with a strong focus on not only delivering insurance and risk financing solutions to countries and communities, but also on long-term transformational change of insurance markets.

UNDP’s the Insurance and Risk Finance Facility (IRFF), a flagship initiative housed within the organization’s Sustainable Finance Hub is currently working in more than 20 countries and expected to move to 50 countries by 2025. All of the IRFF work is aligned to the goals of the InsuResilience Vision 2025 which aims to cover 500 million people with insurance solutions in developing countries in the next three years.

The Insurance and Risk Finance Facility (IRFF) is UNDP’s first dedicated corporate vehicle for insurance and risk finance. The largest program the IRFF manages is the Tripartite Agreement between UNDP, the German Government, and the Insurance Development Forum (IDF), representing 10 of the world’s largest insurance companies. A key element of this agreement is the development of sovereign risk financing and inclusive insurance solutions for climate risks  that target vulnerability of all types and build on community action and work by mutual and cooperative actors, alongside private-sector insurance providers, and secondly; Sovereign risk which will open up conversations between government and the private sector and explore options for finance risk, while the expertise of the insurance industry in modeling risk will be integrated within wider financial planning and management.

The UNDP Tanzania Country Office seeks to engage the services of a National Project Coordinator (Analyst) who will be responsible for Day-to-Day Administration management and delivery of  the insurance/risk finance portfolio in-country, supported by the CO Programme Support Unit and Technically by the IRFF Regional Advisor throughout the life of the Programme. The Coordinator, will work closely with national stakeholders and lead on the planning of workshops and events, liaise with the insurance industry working on ISF initiatives at the country level including national monitoring, evaluation and reporting. S/he will ensure implementation mechanisms such as a technical working groups are established and meet regularly and that that all planned activities are organized in a timely manner and that they meet expected quality standards.

Duties and Responsibilities

Project planning and resource mobilization

  • In consultation with the UNDP Country Office and Global IRFF Team S/he will undertake the work-planning process. Shall ensure that the workplan and a fully costed budget are prepared in accordance with POPP/PPM Guidelines and signed off by the Deputy Resident Representative and Team Leader of the IRFF;
  • Liaise with the Finance team to ensure administrative requirements and budgets are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations;
  • Oversee the commissioning and finalization of industry/feasibility reports;
  • Ensure a timely identification of risks in implementation at the national level and communication to the UNDP SMT and the global IRFF team;
  • Lead the resource mobilization efforts and project development of insurance and risk finance initiatives in country.

Communication

  • Lead the communications and external engagement activities by positioning UNDP as a preeminent partner and a credible technical partner with capacity to provide Insurance and Risk Financing tools for sustainable development in Tanzania;
  • Organize all relevant project workshops in a consultative manner, involving a wide variety of Insurance and Risk Finance stakeholders, including the government, private sector, NGOs, donors and academia;
  • Organize bi-monthly meetings of with the Technical Advisors and Regional Specialist from the global IRFF team.

Management

  • Support the recruitment of national consultants and experts, in close consultation with the UNDP Country Office Programme Support Unit and the IRFF Regional Specialist for S.S Africa.
  • Supervise the work of national experts and coordinate with institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards.

Project administration

  • Timely and efficient projects administration according to plans and UNDP procedures:
  • Prepare all payment requests, financial record-keeping and preparation of financial reports required in line with both the National Implementation and Direct Implementation financial rules and procedures;
  • Maintain the budget and expenditure of projects within a portfolio, including formulation, revisions, and record keeping in ATLAS, monthly status reports, and reporting and liaising with the UNDP on budget matters;
  • Support updated project information in ATLAS;
  • Support project audit and facilitate access by auditors to project documentation, personnel, and institutions involved in the project;
  • Support organization of HACT assurance activities, including spot checks and programme visits;
  • Regularly advise Implementing Partners or Responsible Partners on HACT related issues;
  • Initiate procurement actions for ICs, goods, works and services according to procurement plans;
  • Compile supporting documents for procurement processes and ensure that supporting documents are complete;
  • Create e-requisitions in ATLAS to initiate procurement processes, ensure the accuracy of the COA of the e-req;
  • Facilitate the periodic asset, inventory and supplies verification.

Reporting/Monitoring & Evaluation

  • Signal any delays in national deliverables compared to the workplan to the UNDP Country Office and the Global IRFF Team;
  • Lead project monitoring, reporting and evaluation at national level, draft monthly and quarterly reports for review by the lead expert and submission to the global IRFF team;
  • Update Country Risk Log and monitor UNDP SES Requirements;
  • Prepare quarterly and Annual Progress Reports;
  • Develop workshop reports for the inception workshop and all technical workshops;
  • Develop briefing notes, case studies, press releases, web articles and other media products as required;
  • Assist with research and write and edit sections of technical reports as required;
  • Review all national level deliverables to ensure quality and consistency with the IRFF methodology.

Institutional Arrangement

The position will be embedded in the Inclusive Growth Pillar and work as part of the UNDP Tanzania Country Office. The National Project Coordinator will report to the Head of Inclusive Growth Pillar UNDP Tanzania, with a secondary reporting line to the IRFF’s Regional Specialist for S.S Africa. Throughout the project, collaboration and coordination with the rest of the UNDP IRFF’ Central team and other teams will be required.

The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. Job Description

Job Description

Provide support in financial management, accounting and record keeping within the FHI360 /Tanzania Country Office (CO) and ensure that all functions, including those under subgrantees are conducted in an efficient and effective manner and in compliance with USAID and FHI360 policies, procedures and regulations.

Main Function/Responsibilities

  • Provide financial systems control and oversight in keeping with FHI360, USAID regulations and according to international accounting standards.
  • Prepare the project’s activities pipeline reports, and review project’s activity budgets for compliance with USAID/EpiC and FHI 360 standards.
  • Review and certify petty cash transactions

ROLE PURPOSE:The Proposal Coordinator will support the BD Manager, PDQ Director, and other country programme staff to grow Save the Children funding and partnerships at country level in order to resource the Country Strategic Plan.

To achieve the country’s programme ambitions in line with SC’s Global Breakthroughs, the Proposal Coordinator will be responsible for managing the proposal development process and ensuring the final product is responsive, competitive, and timely. S/he will be responsible for working with the PDQ, TE, and Supply Chain/Operations team to coordinate the proposal design process and collaborating with the Finance team to integrate the proposal budget into the final submission to the donor. The Proposal Coordinator will be responsible for inputting into the capture planning and continuous learning processes where applicable.

Key working relationships: Ensures appropriate coordination between CO SMT, Technical Experts/Operations, PDQ Director, Finance, Awards, Human Resources, Supply Chain, Security, Partnerships, and other necessary stakeholders to establish and execute a strong proposal development process.

KEY AREAS OF ACCOUNTABILITYProposal Management – 60%

  • Coordinates the proposal development process for all funding opportunities with PDQ Technical Specialists including MEAL, Operations (for field team inputs, logistics requirements, costings, etc.), Awards Management, Finance, and HR (for staffing requirements).
  • Produce proposal development schedules and track timelines, ensuring and facilitating coordination amongst teams (i.e. PDQ/TE, Operations, Finance, Supply Chain, HR, and Security).
  • In collaboration with BD Manager, Members, and Regional Office, broker technical assistance, compliance information/guidance, and other resources to support proposal development needs.
  • Support the Finance team, PDQ and TE, Operations, Supply Chain, and other necessary stakeholders to develop proposal budget.
  • Draft key sections of the proposals that are standard inputs – such as capability statements, country context, and programme experience, while drawing on the expertise of technical specialists, MEAL, Operations, Finance, and HR.

Organization Summary

SEGA Mission: With a particular focus on vulnerable girls, SEGA educates and equips bright Tanzanian girls with academic, leadership, and business skills to unleash their individual talents and reach their full potential.

SEGA is located in Morogoro municipality at Mkundi area along the Morogoro-Dodoma highway, and is comprised of the following programs:

SEGA Girls Secondary School is a residential secondary school for 280 bright Tanzanian girls. The majority of students receive full scholarships to attend the school due to economic conditions in their home communities. Another 20% of students are fee-paying. SEGA School provides a high-quality education that fosters the development of strong values, healthy self-esteem and independent thinking skills. Our intention is to empower the SEGA students to effect change for themselves, their families and – ultimately – their communities; and to be a model school for educating girls in Tanzania, with an emphasis on vulnerable girls.

Post Form IV scholarships to A Levels, University, Diploma Programs, for approximately 150 girls each year.

“Modern Girl” girls’ clubs program whereby SEGA School graduates mentor girls in clubs in their home communities, reaching 900+ girls each year

NEW: Graduates business development fund (implemented by local partner SAWA) to provide small loans to SEGA graduates to develop their businesses

SEGA business enterprise (a SEGA Rest House where our foreign sponsors stay and school exchange groups from US) generate surplus income to finance the SEGA Girls Secondary School operations and the scholarships of the girls.

SEGA employs a staff of 65 to implement its programs.

The bulk of SEGA’s funding comes from its US partner, Nurturing Minds, although SEGA’s long term plan is to increase its financial independence through fundraising locally and supporting itself through income generating programs within Tanzania. Nurturing Minds provides approximately $1 million to support SEGA’s budget for operating the above programs.

Major function

The primary role of the Administration and Finance Manager is to ensure excellent financial and administrative systems and implementation to support smooth functioning of all SEGA programs in pursuit of its mission. The Administration and Finance Manager is responsible for ensuring human resources management policies and procedures are in place and adhered to, and that all related issues are conducted as per the Tanzanian labor law; and that SEGA funds are used as per plan, for the intended beneficiaries and programs. The position is a senior member of staff in the NGO, working closely with the Director and demands the highest level of professionalism, and strict adherence to financial management procedures and controls.

Responsibilities

Financial

  • Responsible for ensuring smooth, transparent and accountable financial management as per Tanzanian and international finance procedures Systems Development/Strengthening
  • Review, further develop and strengthen the existing financial system to ensure smooth, transparent and accountable financial management at SEGA; Develops/modifies forms, tracking systems etc. as needed, and ensures adherence

  • Produces monthly and quarterly reports as per budget and provides variance analyses to Headmistress, Executive Director, and other department heads

  • Assists in setting salary scale each year as part of budgeting process. Sets payroll formulas at beginning of year, ensuring adherence to NSSF, PAYE and other benefit and tax laws, and verifies payroll for accuracy each month, before paying staff.
