Job Summary

The Data Quality advisor is responsible for scrutiny and quality of the program’s monitoring and evaluation data collection and reporting systems. S/he provides support to HIS unit in developing the data quality plan to record, collect, clean, analyze and report the data used to measure the program’s key performance indicators. S/he will be responsible for developing and operationalizing data quality check tools and systems to ensure data quality and consistency across and between facility and national level data recording, reporting and visualization systems. He/She will be required to travel in Tabora, Arusha, Kilimanjaro, Manyara, Dodoma and Singida on occasional basis to support field teams in data quality issues.

Essential Duties And Responsibilities

  • Work together with SI team and other program staff in EGPAF supported regions to:
  • Manage the recording and reporting systems and data visualization program dashboard to ensure quality data is entered and reported.
  • Provides on-going consultation and technical assistance to HIS officers in the country and field office regarding data quality gaps.
  • Ensure the data quality control through a data validation plan, data queries, programming consistency checks and data cleaning as well as through coding and harmonizing of information
  • Develop excellent working relationship across HIS, informatics, evaluation and QI units to build data governance and resolve data questions / issues.
  • Establish processes and standards to improve data governance and data quality across the organization.
  • Define and undertake appropriate data review schedules at all levels and systems.
  • Proactively identify potential data issues and downstream impact of system changes.
  • Track all data governance and data quality issues, resolutions, and consistently publish their status to all levels.
  • Performs any other duties as assigned by supervisor. 


Required Qualifications

  • Bachelor’s Degree in Computer Science, Statistics and Health Informatics. Master’s Degree in Data Management, Public Health or medical background will be an added advantage.
  • A minimum of three years’ experience at a similar position in HIV care and treatment or other public health programs.



Technical Skill Requirements

  • Strong knowledge of Microsoft Suite and database management systems (SQL Server, access etc).
  • Ability to exercise independent judgment in correcting data errors or omissions
  • Good problem solving including research, error detection, root cause analysis, error correction, analytical and decision-making skills.
  • Refined written and verbal communication skills that enable effective communication to non-technical audiences.

We are looking for Director of Finance to assist the Chief of Party in leading an anticipated $50 million 5-year Malaria Bednet Delivery USAID-funded project in Tanzania with an anticipated award date of May 2019. The Director of Finance will be responsible for the overall finance and administrative management of the project. He/She will play a key role in ensuring that all the finance and administration teams have the required tools, processes and talent to meet their objective of acting as strategic partners to the rest of the organization. He/she is the custodian of accounting and financial process to ensure the project is compliant with donor and PSI global standards and that the processes are enabling the implementing teams achieve project targets while driving efficiency.

Your contribution

Under the supervision of the Chief of Party, and in accordance with the procedures and regulations in place, the Director of Finance is responsible for the following:

  • Provide leadership, supervise, and mentor administrative and financial staff to effect sound project management, fiscal and administrative due diligence, and the development of organizational and individual capacities.
  • Establish standard operating policies and procedures, and identify and implement changes in administrative and financial policies and procedures that will enhance the cost effectiveness of program implementation.
  • Execute operational planning/budgeting procedures and tools that require technical units to provide adequate notice of support needs to financial, administrative, logistical, HR, and procurement units.
  • Assist the COP to arrange technical and administrative support for short-term consultants and contractors, including orientation on Project functions and support.
  • Manage and supervise the work of project personnel and subcontractors
  • Oversee the work planning process, performance management, and strategic communications
  • Oversee project financial management, including, budgeting, expenditure tracking, and financial reporting transparently and compliantly.
  • Ensure compliance of Project operations with USAID, Home Office administrative policies, local laws, and guidelines
  • Support Project efforts when requested by the COP and DCOP.

  • Master’s degree in finance, accounting, or related field, or a practicing Certified Professional Accountant;

  • Familiarity with USAID rules and regulations and Knowledge of Federal Acquisition Regulations (FARs) required;

The Tanzania Water Resources Integration Development Initiative (WARIDI) is a key activity of USAID/Tanzania which seeks to achieve improvements in health, water resources management, agriculture, climate change adaptation and environmental conservation in Tanzania. It also has a strong focus on Gender Integration and Youth Inclusion (GIYI). The five-year WARIDI activity promotes state of the art approaches in the management of water-related resources and services in up to 20 Local Government Authorities (LGAs) of the Rufiji and Wami-Ruvu river basins through three integrated components/intermediate results:
a. Increase utilization of sustainable multiple-use water and sanitation services;
b. Strengthened Governance for Sustainable and Resilient Management of Water Resources and Services under a changing climate;
c. Increase livelihoods through private sector investment opportunities for sustainable water services and resource management;

Experience
Good writing and analytical skills, proven ability in working with multidisciplinary teams on multidisciplinary projects such as WARIDI that integrates water, climate change, livelihoods and gender and youth inclusions Working-level English and fluent Kiswahili. Skills
Adopt best environmental practices based on USAID principles and guidelines on environmental management in order to ensure that environmental damage is kept to a minimum and environmental benefits are maximized. One of such principles is the Environmental Sound Design and Management (ESDM) that needs to be integrated in the programming and operations of WARIDI activities.

Education:

Responsibilities: 
The intern will (in concert with the WARIDI Climate Change Adaptation Specialist and other WARIDI staff as needed) undertake the following tasks:
1. Read all the relevant USAID and GoT environmental principles and guidelines to familiarize with the same
2. Review relevant WARIDI Project documents (progress reports-monthly, quarterly, annual and CCA study reports) to familiarize with WARIDI activities but also identify and document environmental best practices in line with USAID and GoT principles and guidelines reference above.
3. As appropriate, contact relevant project staff (e.g. under water supply, sanitation, governance and CC and livelihoods and private sector teams) to learn more about project activities and identify best environmental practices from their teams’ operations.
4. Review WARIDPs Year 4 Work Plan to identify areas leading to and or requiring environmental compliance
5. Create a data base showing the various WARIDI activities and their corresponding environmental performance status and activities/ areas that requires periodic follow up.
6. In consultation with respective project teams conduct field visits to selected project sites to assess environmental performance in connection with the requirements of the USAID, GoT and WARIDI EMMP and document relevant observations in the environmental database
7. Assist as needed in conducting environmental training to staff and partners (e.g. grantees, LGAs and BWBs)
8. Use data and information from the environmental data base and field visits to update the WARIDI EMMP as well as contribute to monthly, quarterly and annual reports.
9. In addition to the environment portfolio, the intern will also be expected to provide support on any other WARIDI activities as may be requested by staff from other WARIDI portfolios.

Deliverables 
Based on the tasks above, the intern is expected to produce the following deliverables:
– Documentation of best environmental performance of WARIDI activities
– An active database showing environmental performance status and activities/ areas that requires periodic tracking
– Updated EMMP and inputs on Environmental compliance sections of the weekly, monthly, quarterly and annual report reports
– Training reports from environmental training for WARIDI staff and partners

the subject matters to be discussed.
Accompany the supervisor to meetings and on missions in order to prepare notes on the
discussions, ensure follow-up in matters raised, and support the supervisor with any relevant input.
Support the supervisor in efforts to raise the profile of UNHCR and the agency's concerns
within the context of the broader United Nations system.
Contribute to coordinating drafts of position papers and other documents relevant to the
activities of the Office.
Ensure that high-level visitors are appropriately addressed, that they receive background
information as necessary, and that protocol is respected.
Perform other related duties as required.

Essential Minimum Qualifications and Professional Experience
Undergraduate degree (equivalent of a BA/BS) in Political Science, International Relations, Law or other related fields plus minimum 3 years of previous work experience relevant to the function. Graduate degree (equivalent of a Master's) plus 2 years or Doctorate degree (equivalent of a PhD) plus 1 year of previous relevant work experience may also be accepted.
Proven drafting and editing skills.
Excellent communication skills.
A proven ability to act with discretion and diplomacy is essential for this function.
Knowledge of English and UN working language of the duty station if not English.

Desired Qualifications
Good knowledge and experience of UNHCR operations.
Working knowledge of French (both written and spoken).

  • Moreover, In collaboration with Enterprise Development Qxmlinator, design and promote gender mainstreaming initiatives to promote women and youth inclusiveness within the project.
  • In collaboration with the enterprise development coordinator support market linkage initiatives as well promotion of value addition amongst pnxlucers.
  • Compilation and consolidation of periodic field implementation reports by project officers, partners and service providers.

Qualification: 

  • 5 years’ work experience as an ironworker journeyman including 2 years in a supervisory position overseeing construction of petrochemical, power generation, industrial plants or similar heavy civil or public works construction.
  • Strong understanding of structural steel erection, hoisting and rigging and related trades along with methods, equipment (i.e. cranes, lifts etc.) tools and work procedures.
  • OSHA and other Health and Safety certifications are desirable.
  • An equivalent combination of education, supervisory experience and related construction experience may be considered.
  • Ability to manage and supervise other personal, tradesmen and lead staff is essential-this is a field supervisory role.

  • Issuance of MCO’s and refunds’ process lost tickets and time barred tickets
  • Plans route and computes ticket cost, using schedules, rate books and computer
  • Telephones customer or travel agents to advise of changes with travel conveyance or to confirm reservations, as well as alternate available options
  • Answer inquires made by travel agencies or transportation firms, such as airlines, bus companies, railroad companies, and steamship lines


About You:
To be successful in this role you must have a diploma or Associate degree or equivalent. Minimum of 2 years’ experience in an airline/travel industry. You will be service oriented with good interpersonal skills. Knowledge in IATA standard reservation/ticketing procedures is required with fair knowledge of world geography and have proven experience with the Amadeus reservation system.
Good interpersonal and communication skills in English along with knowledge of PC-based applications are also required.

Purpose

  • Review project progress, cost reports, schedules, and requirements for completion.
  • Determine and recommend changes in methods, schedules, procedures, and improvements where practical on the project.
  • Maintain a close working relationship with supervisor to ensure proper coordination of responsibility for the project. Notify supervisor of any subcontractor not performing according to specifications or schedule.  
  • Ensure proper paper flow of information from field to supervisor regarding delivery commitments, field dimensions, reports, and any other necessary correspondence.
  • Ensure that all company policies/programs including, but not limited to Safety, Prohibited Harassment, Code of Ethics, and EEO are fully enforced at all times on the project.
  • Ensures that equipment is properly cleaned, serviced and stored at the end of each shift. Coordinate and advise supervisor of equipment requirements.
  • Ensure quality standards are maintained. Maintain a neat and orderly job-site and personal appearance.
  • Maintain a positive work atmosphere by acting and communicating in a manner to get along with customers, co-workers and supervisors/managers.
  • Performs other job-related duties as assigned.
EXPERIENCE, SKILLS & EDUCATIONAL REQUIREMENTS

  • 5 years’ work experience as an ironworker journeyman including 2 years in a supervisory position overseeing construction of petrochemical, power generation, industrial plants or similar heavy civil or public works construction.
  • Strong understanding of structural steel erection, hoisting and rigging and related trades along with methods, equipment (i.e. cranes, lifts etc.) tools and work procedures.
  • Ability to work independently, thinks, anticipate and plan work in accordance to established schedules and procedures.
  • OSHA and other Health and Safety certifications are desirable.
  • An equivalent combination of education, supervisory experience and related construction experience may be considered.
  • Ability to manage and supervise other personal, tradesmen and lead staff is essential-this is a field supervisory role.
