Biomedical Technical Officers (3 Positions)

Position Overview:

Biomedical Technical Officer (BTO) will be responsible to coordinate the implementation of EPIC Project biomedical services to the assigned council. He/she will work closely with Central team, RHMT and CHMT to ensure provision of high quality biomedical services including HIVST, PrEP, HTS, Family planning, Screening and referral for STIs, Gender Based Violence and TB.Also, in coordinating linkages and adherence support for HIV care and treatment to clients in their assigned council

Roles and Responsibilities:

Planning:

To participate in the Comprehensive Council Health Plans (CCHP) meetings and ensure USAID EPIC activities are included in the respective

Liaise with Community Engagement Officers to map hotspots and develop a directory of all hotspots where beneficiaries are found at the council

Conduct weekly review of the list of index developed by service providers and ensure all the providers conduct index testing services with fidelity (index sexual Partners/contacts elicitation and tracing)

Coordination and Supervision:

With support from the Project Manager & DMO’s office, he/she will be responsible to liaise with DMOs office to secure Government biomedical providers who will provide biomedical services at the community level

Actively participate into development of monthly operation plans in close collaboration with community engagement officers for targeted and focused HTS outreaches to the mapped hotspot areas and reach KVPs

Assist in organizing training/orientation to biomedical providers to be engaged in USAID EPIC monthly operation plans and maintain the list of Service Providers working with USAID EPIC

Monitor and coordinate community-facility referral and linkages services for health related services including care and treatment, Family planning, STI & TB screening and treatment, and GBV services

Liaise with DACC and the DMO office to obtain commodities, supplies and government M&E Tools for Biomedical

Supervise biomedical providers and ensure monthly planned activities are implemented and all Service Providers are reaching their allotted targets with

Provide technical support and mentorship to the biomedical services providers within the assigned districts in order to ensure they meet standard of performance as per the government guidelines and project SOPs (including IQC/EQC and proficiency test).

Work closely with the CHMT members in performance monitoring, joint supportive field supervision at the site/council level and ensure the outcomes of the visits clearly documented and recommendations

Jointly work with facility implementing partners at the council level to develop a sound Bi-directional referral network but also quality of services is provided to

Ensure all service providers properly fill all required National and Project M&E tools and timely submission of service reports appropriately, including monthly summary reports to the catchment health

Ensure council service providers are reporting their daily performance through WhatsApp groups and other agreed channels for real time

Develop and timely share daily/weekly updates and monthly reports for all biomedical service

Qualification and experience

At least 3-5 years’ experience working in KVP-focused, HIV/AIDS Community

A certified clinician with good experience in HIV/AIDS programs, a sounding knowledge on HIV/AIDS care and

Possessing a medical degree will be an added

A good team player with demonstrated skills and experience in leading and coaching the team.

Ability to network and maintain professional relationship with the LGAs and other stakeholders at the Council

Excellent written, presentation, communication and organizational skills in both English and Kiswahili

Good understanding of council level healthcare system

Community Engagement Officers (4 Positions)

The Community Engagement Officer under TAHEA will work in collaboration with Biomedical technical officer at regional levels and community in respective Council to implement HIV prevention program targeting population at risk, Vulnerable Adolescent Girls and Young women, female sex workers and MSM, s/he will monitor the implementation of the SBCC, structural and gender activities in compliance with the overall regional work plan. S/he will play a key role in ensuring that the Community activities (SBCC, structural and gender activities) are conducted according to the National standards and EpiC standard operating procedures, and that beneficiaries receive quality services; s/he will also play a crucial role in supervising and building the capacity of Peer Educators, Navigators and mobilizers for effective and efficiently implementation of activities during outreach activities (mobile testing and moonlight approaches) for HTS provision. She will be managing all community activities through conducting progress review meetings in monthly basis with all peers (educators, mobilizers, navigators) and health care providers. She/he will be coordinating the case management team with health facilities and community for continuum of care. Also, will be responsible in monitoring Gender based/Intimate partners Violence cases includes status of referral and linkages. The Community Engagement Officer will report to the Program Manager.


Main Accountabilities and Responsibilities

Community Engagement

Supervising and Managing all peers (educators, mobilizers, navigators), by making sure community activities are well planned and implemented to facilitate Comprehensive HIV service provision (HTS, PrEP, HIVST, TB, GBV and Family planning)

Supervision of HTS service including mobile testing, self-testing and index testing to reach key population

Supporting AGYW/FSW/MSM Peer (Educators mobilizers, navigators) to roll out SBCC Training among AGYW/FSW/MSM in respective community

Supporting Peer (educators, mobilizers, navigators) during Community works including demand creation, group education, individual education, outreach services for bot moonlight and mobile testing and client’s referrals and linkages

Supervising and supporting formation of PrEP groups in the project by making sure groups are managed by the team members for sustainability in working

Supervising and monitoring community activities includes SBCC activities to ensure Peer(educators, mobilizers, navigators) have all required tools

Work in collaborative with LGAs in managing community engagement portfolio

Coordinate and support the Peers (educators, mobilizers, navigators) to implement and monitor the timely implementation of comprehensive HIV services and provision of friendly services to all KVP clients

Manage peer educators and peer navigator to ensure proper planning and implementation of community engagement related activities like demand creation, group, and individual education sessions

Support PEs to ensure that vulnerability index tool administered and filed for all AGYW enrolled in the

Work collaboratively with other project team members to ensure necessary program planning, development, and management activities function smoothly and efficiently and in an integrated manner

Monitoring, Evaluation, Learning, and Reporting

Prepare monthly and weekly route plan for the project to reach targeted population. Prepare document experiences, briefs, and success stories

Monitor Peers (educators, mobilizers, navigators) and Providers implement plans and progress of community engagement portfolio as per project targets

Provide weekly update and monthly report to Program

Conducting weekly performance for Peer (educators, mobilizers, navigators) to assess performance and share area of improvement

Working closely with the Data Manager to evaluate data and program

Conducting monthly meetings with Providers, Peer (educators, mobilizers, navigators) to share progress in a specific month and plan for the next month

Qualifications and other requirements specific to the role

Medical degree holders with 3 to 5 years of relevant experience working with KVP groups at the community level; or Bachelor’ degree in public health, social work or other related degree required, 3 to 5 years of relevant experience working with KVP at the community

Knowledge of health and development programs in Tanzania including familiarity with the national KVP, youth and gender guidelines, standards and

Experience in programs serving KVP and addressing gender norms. Demonstrated cultural sensitivity and sound understanding of the needs of KVP and other vulnerable

Linkage and case Management Officers (2 Positions)

Position Description:

The Case Manager will work with Community technical officer and biomedical officers to implement HIV prevention program targeting population at risk in the region. He/she will work with team to reach, serve and maintain Vulnerable Adolescent Girls and Young women, female sex workers and MSM, s/he will monitor the implementation of case linkages during the process of pre counselling, post counselling as well as linkages of positive diagnosed KVP to care and treatment

Centre. Will monitor all activities related to community ART initiation, case retention to care of all identified, diagnosed HIV positive clients as well as returning to care of all clients who missed appointment and lost to follow. She/he will be responsible in making sure that all Navigation process are well established, conducted and maintained according to Care and treatment standards. He/she will play a key role in ensuring that client centered approach is well observed and adhered during service provision to KVP positive clients. He/she will make sure KVP HIV positive clients are linked to structural intervention for economic strengthening activities and managing gender issues. She/he will also play a crucial role in supervising and building the capacity of Peer navigators of key and vulnerable population through conducting progress review meetings in monthly basis. She/he will be coordinating the case management team with health facilities and community for continuum of care. Also, will be responsible in monitoring Gender based/Intimate partners Violence cases includes status of referral and linkages. Case Manager will report to Program Manager and work closely with the Regional Biomedical technical advisor.

Roles & Responsibilities

Reconcile and compile data into the regional tracking register and the regional partner listing and outcome register, and maintain it on weekly basis

Follow up on all open cases who do not have an outcome yet and ensure that all escorted / tracked beneficiaries receive an outcome

Conduct sites visits for at least 70% of the time

Working with Data manager/M&E Officer to report tracking and partner listing and outcome data to the MER team in the region using referral from feedback (Vibutu)

Prepare weekly and monthly reports related to tracking services and partner notification and success stories, as needed

Participate in meetings at CSO level and related CHMTs meetings

Document best practices for linkage for KVP

Data Managers (2 Positions)

The purpose of this job is to strengthen the health information systems of Epic project to ensure the maintenance of high quality program data. This role is also responsible for capacity building of TAHEA Epic and supported health facility staff on data management.


Major Duties and Responsibilities:

Assist in the implementation of data management strategies to contribute towards the achievement of TAHEA strategic objectives;

Participate in the development and maintenance of the documentation and data management guidelines for TAHEA to avoid any breach of confidentiality and to ensure that safety to all information is observed;

Review and approve CRF design, data review ground rules and database design in accordance to the Standard Operating procedures and protocol of the programs and the IT department;

Assist in the standardization of data management procedures to ensure all staff adhere to the same guidelines provided to them by TAHEA;

Conduct data cleaning, back-up, design and programming of a clinical database to ensure system efficiency and effectiveness in the project sites

Review, analyse , and validate program data through review of patient’s files to ensure consistency, integrity, and accuracy based on project specific guidelines;

Carry out scheduled stress tests on the different databases that are in use at TAHEA to identify any loopholes that require to be addressed to ensure proper functionality;

Query data inconsistencies and revise case report forms in compliance with standard operating procedures, client guidelines and regulatory agency guidelines to ensure strict adherence from all staff;

Provide expertise in all areas of data management through weekly staff meetings, workshops and training to ensure all staff are updated on the current trends in data management and have the required skill to work on the system;

Assist data clerks to collaborate with Site coordinator and finance staff to ensure that funds provided for IT maintenance and internet are timely and used for the right purpose in the purchase of internet and anti-virus packs for the system;

Conduct quarterly updates of the IT inventory from the facility level to ensure all facilities are adequately equipped with the necessary equipment to avoid any system downtime;

Train and build capacity of TAHEA program staff in the use of Data and database for the monitoring of site’s performance and to address any issues that may arise from non-performance;

Review data collection tools used against the required reports and provide advice and assistance in the improvement of these tools to create efficiencies in the system;

Review monthly NACP reports prepared by the data clerks to ensure information provided is of high quality and timely submission to the site coordinator;

Run frequent queries for extraction of data from CTC2 database as required for donor uses as well as TAHEA for program ;

Carry out quarterly data verification and collection activities, upload the data into Glaser system and respond to urgent queries from staff, donors and partners;

Compile and prepare monthly and quarterly data reports for analysis and donor use and ensure that the information provided is accurate and of high quality; and

Collaborate with Programme Officer Quality Improvement to conduct Quality Improvement performance measurement from data collection, data entry, and data verification to ensure data collected from the facilities is accurate and of the standard required by the donors and management.

Qualifications

Bachelor’s Degree in Social Sciences, Communication Engineering, Communication, ICT from a recognized institution

Three (3) years of relevant work experience

Technical and Behavioral Competencies

Knowledge of national laws and regulations governing pediatric AIDS services and operations.

Experience working with donor funded organizations requiring community level engagement.

JOB DUTIES AND RESPONSIBILITIES:

 The candidate will be expected lead BEEs program management and specifically:

Lead the implementation of ICAS II program in agribusiness, light manufacturing and tourism components in collaboration with global experts and IFC/FCI country team. The role will involve managing experts and consultants that support implementation of various components of the extensive program.

Knowledge Management, and Teamwork: promote synergies across product teams, managing consultants, providing support through trouble shooting, anticipating problems and solving them.

Selection Criteria:

This job requires a Private Sector Development (PSD) professional with good technical and operational skills, good understanding of the Tanzanian policy environment and excellent project management skills. She/He will have demonstrated an ability to work in teams effectively and deliver results on the ground. The following qualifications will be considered:

Masters level or equivalent qualification with minimum 8 years of relevant professional experience in the areas of finance, business, management, economics or related discipline.

The ideal candidate should have solid knowledge and experience in the one or more topic areas: trade policy and facilitation, business environment and investment climate, investment policy and promotion, regulatory governance, competitive industries and sectors, SME innovation, entrepreneurship, competition policy and issues. Working experience in Tanzania, and the broader Africa region as well as Tanzanian citizenship would be a n added advantage. 

Experience working in private sector or on private sector related policy development 

Proven capacity to engage in and influence policy discussions at the country level on trade, investment and competitiveness issues.

Possess strong internal and external client engagement skills and ability to collaborate and work across boundaries. 

Outstanding judgment on operational, country, and practice issues. Strong results focus, with a track record of leading teams to deliver high impact projects and activities. Knowledge and practical experience of Africa region/East African countries would be an advantage.

IRC’s Airbel Impact Lab / Research and Innovation (R&I) Unit brings together a multi-disciplinary team combining IRC’s commitment to rigorous research and evidence-based programs with new approaches to designing, testing and scaling breakthrough interventions for the humanitarian and development sector. Airbel helps the IRC serve people affected by crisis with the most effective and efficient programs; designing and rigorously testing interventions, supporting the IRC in interpreting and applying existing research to develop high-quality, evidence-based programs, and conducting cost efficiency and cost effectiveness analyses to ensure the best use of our resources. –It also aims to design, nurture, and scale new humanitarian interventions and delivery models by applying best practices from the behavioral sciences, human-centered design, rapid iteration, and multi-disciplinary problem-solving in the humanitarian context.

The Tanzania Research and Innovation Hub is a collaboration between the IRC, Innovations for Poverty Action, and the Behavourial Insights Teams and is developing additional in-country core partnerships that bring further value. This Hub aims to enable adaptive project design, small-scale pilot studies, and larger-scale impact evaluations in Tanzanian refugee camps and surrounding host communities to improve outcomes for crisis-affected populations and create more impact for every dollar spent on aid.

The Tanzania Research and Innovation Hub is an exciting initiative that will work in close coordination with IRC’s operational work in Tanzania and globally. IRC in Tanzania works in the sectors of health, education, protection and empowerment to provide humanitarian support to hundreds of thousands of refugees and Tanzanian host communities. 

Key responsibilities:

Based in IRC Tanzania head office in Dar es Salaam, but working closely with all partners and programme colleagues, the Tanzania Hub Coordinator will be responsible to lead the development, implementation and impact of the Research and Innovation Hub:

Coordinate with Hub partners to ensure the development of:

Tanzania Hub partnerships with research, innovation, and humanitarian organizations

Conclude the Tanzania Hub strategy, priority focus areas, and objectives, to be reviewed on an annual basis.

Overall business development strategy, in collaboration with Research & Innovation Business Development staff and BD teams with other Hub Tanzania partners

Develop and manage clear protocols and processes for pipeline idea generation and decision-making

Ensure clarity on roles and responsibilities and involvement of each partner along the pipeline process / project lifecycle

Tanzania Hub Coordination:

 Lead a collaborative and vibrant culture of dialogue, support and impact across Hub members. This will include formal and informal engagement, retreats, meetings, and other forums for information sharing and exchange.

Tanzania Hub Project Leadership and Support

 In collaboration with Hub partners, determine appropriate contracting mechanism for each project.

In collaboration with the IRC Tanzania M&E Manager, ensure that Hub projects have a robust M&E plan, including the collection of key implementation information.

Business Development: cultivate strategic relationships with country clients and the CMU

Contribute to or lead specific operational activities at all stages of the project cycle including quarterly/semi-annual reports, participation in the design and development of specific project components, and supporting monitoring and evaluation

Work closely with the IFC leadership/ Creating Markets Africa /FCI country team/ Program Leaders/Country Economists and Country Management Unit (CMU) to ensure the integration of relevant private sector issues in country strategies, SCDs/CPFs and work programs and country policy dialogue and engagement.

Under the guidance of the lead specialist, perform quality research and analytical tasks on a wide range of operational, country and sector issues, providing expert interpretation of information/data, identifying key pertinent issues and recommending targeted actions/solutions 

Selection Criteria:

This job requires a Private Sector Development (PSD) professional with good technical and operational skills, good understanding of the Tanzanian policy environment and excellent project management skills. She/He will have demonstrated an ability to work in teams effectively and deliver results on the ground. The following qualifications will be considered:

Masters level or equivalent qualification with minimum 8 years of relevant professional experience in the areas of finance, business, management, economics or related discipline.

The ideal candidate should have solid knowledge and experience in the one or more topic areas: trade policy and facilitation, business environment and investment climate, investment policy and promotion, regulatory governance, competitive industries and sectors, SME innovation, entrepreneurship, competition policy and issues. Working experience in Tanzania, and the broader Africa region as well as Tanzanian citizenship would be a n added advantage. 

Experience working in private sector or on private sector related policy development 

Proven capacity to engage in and influence policy discussions at the country level on trade, investment and competitiveness issues.

Possess strong internal and external client engagement skills and ability to collaborate and work across boundaries. 

Outstanding judgment on operational, country, and practice issues. Strong results focus, with a track record of leading teams to deliver high impact projects and activities. Knowledge and practical experience of Africa region/East African countries would be an advantage.

Should be a mature professional with a demonstrated ability to mentor and incentivize teams, inspire confidence in senior country officials, and work in a culturally diverse environment.

Fluent in English and Swahili.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. Job Overview/Summary:

IRC’s Airbel Impact Lab / Research and Innovation (R&I) Unit brings together a multi-disciplinary team combining IRC’s commitment to rigorous research and evidence-based programs with new approaches to designing, testing and scaling breakthrough interventions for the humanitarian and development sector. Airbel helps the IRC serve people affected by crisis with the most effective and efficient programs; designing and rigorously testing interventions, supporting the IRC in interpreting and applying existing research to develop high-quality, evidence-based programs, and conducting cost efficiency and cost effectiveness analyses to ensure the best use of our resources. –It also aims to design, nurture, and scale new humanitarian interventions and delivery models by applying best practices from the behavioral sciences, human-centered design, rapid iteration, and multi-disciplinary problem-solving in the humanitarian context.

The Tanzania Research and Innovation Hub is a collaboration between the IRC, Innovations for Poverty Action, and the Behavourial Insights Teams and is developing additional in-country core partnerships that bring further value. This Hub aims to enable adaptive project design, small-scale pilot studies, and larger-scale impact evaluations in Tanzanian refugee camps and surrounding host communities to improve outcomes for crisis-affected populations and create more impact for every dollar spent on aid.

The Tanzania Research and Innovation Hub is an exciting initiative that will work in close coordination with IRC’s operational work in Tanzania and globally. IRC in Tanzania works in the sectors of health, education, protection and empowerment to provide humanitarian support to hundreds of thousands of refugees and Tanzanian host communities. 

Key responsibilities:

Based in IRC Tanzania head office in Dar es Salaam, but working closely with all partners and programme colleagues, the Tanzania Hub Coordinator will be responsible to lead the development, implementation and impact of the Research and Innovation Hub:

Coordinate with Hub partners to ensure the development of:

Tanzania Hub partnerships with research, innovation, and humanitarian organizations

Conclude the Tanzania Hub strategy, priority focus areas, and objectives, to be reviewed on an annual basis.

Overall business development strategy, in collaboration with Research & Innovation Business Development staff and BD teams with other Hub Tanzania partners

Develop and manage clear protocols and processes for pipeline idea generation and decision-making

Ensure clarity on roles and responsibilities and involvement of each partner along the pipeline process / project lifecycle

Tanzania Hub Coordination:

 Lead a collaborative and vibrant culture of dialogue, support and impact across Hub members. This will include formal and informal engagement, retreats, meetings, and other forums for information sharing and exchange.

This is likely to include:

 Chairing regular monthly steering committee meetings to workplan and check in on progress

 Organizing periodic strategic gatherings (retreats, workshops, planning meetings etc)

Project and / or business development opportunities – specific meetings, as required

Driving growth of the Hub portfolio: Working with global and national programme development and grants colleagues, together with consortium partners, the coordinator will gather necessary inputs, develop concept notes and proposals; proactively pursue business development opportunities aligned with the Hub priorities, and liaising with potential donors and partners.

Proactively develop and manage strong partnerships with academics, consultants and other organizations that conduct related (design) research and programming; policymakers, practitioners, and relevant Tanzanian actors, including UNHCR

In collaboration with the IRC Tanzania country program and other Tanzania Hub, represent the Tanzania Hub to external donors and other stakeholders. Respond to field queries regarding the Hub and present findings in actionable terms.

Maintain and develop relationships with relevant government and other institutions, including ensuring relevant regulatory and research ethics permissions and protocols are established and observed.

Develop and update contracts, agreements, and governing frameworks amongst Hub partners, as needed

Tanzania Hub Project Leadership and Support

 In collaboration with Hub partners, determine appropriate contracting mechanism for each project.

Work with project leads to ensure that projects are set up for success, including developing clear scopes of work, budgets, and project management structure.

In collaboration with the IRC Tanzania M&E Manager, ensure that Hub projects have a robust M&E plan, including the collection of key implementation information.

Oversee all research initiatives of the hub; identify those that will be Hub led, or Hub supported and manage regular tracking and risk assessment to ensure research projects are delivered on time with quality.

Identify appropriate research projects that will require direct leadership and in those cases, lead or support the design and implementation of (design) research projects in collaboration with research leads and technical advisors, field programs and (design) research partners, , with a time-bound scope of work

Provide operational advice to project leads and other Hub partners as required and as relevant for project implementation (advise on camp permits, security, transportation options, etc)

Collaboration with programmes, operations and monitoring and evaluation

In collaboration with the IRC Tanzania M&E Manager, regularly review IRC Tanzania M&E data to identify potential areas for future innovation and research.

 Serve as a member of IRC’s Country Management Team, contributing to IRC strategy, programme delivery and impact

Build collaboration with operational teams, ensuring that research is rooted in programme needs and directly contributing to positive change for clients in Tanzania

Qualifications

●Work experience: Signigificant (at least 5 years) of progressive experience. Field experience strongly preferred


● Demonstrated expertise in research and innovation in the humanitarian or development sector
